Consultancy: Market Assessment and Business Plan Development for Joint Model MCH Clinic

1. Background

Endalewgeta Children’s Village (ECV) is a non-governmental, not-for-profit organization registered with the Federal Democratic Republic of Ethiopia Civil Society Organizations Authority (Registration No. 5960). ECV currently supports more than 240 street children, orphans, and children with disabilities.

Common Vision for Development Association (CVDA) is an indigenous, non-governmental, not-for-profit humanitarian organization established on October 28, 2005 by professionals from diverse social, economic, and professional backgrounds.

ECV and CVDA plan to jointly establish a Model Maternal and Child Health (MCH) Clinic in Holeta Town, Oromia Regional State, by strengthening ECV’s existing clinic facility, which already has rooms and some medical equipment. The clinic aims to provide standard, high-quality, and affordable MCH services to the community.

To support evidence-based planning and sustainable operation of the clinic, ECV and CVDA invite qualified consultants to conduct a market assessment and develop a comprehensive business plan for the proposed Model MCH Clinic.

2. Objective of the Assignment

The overall objective of this consultancy is to assess the feasibility and sustainability of the proposed Model MCH Clinic and to develop a practical and bankable business plan to guide implementation and long-term operation.

3. Scope of Work

The consultant(s) will be responsible for the following tasks:

1. Market Assessment
   • Assess demand for MCH services in Holeta Town and surrounding catchment areas.
   • Analyze existing public and private MCH service providers, pricing, and service gaps.
   • Identify client preferences, willingness to pay, and service utilization trends.
2. Assessment and Valuation of Existing Resources
   • Review existing clinic infrastructure, equipment, and human resources at ECV clinic.
   • Conduct valuation of existing assets.
3. Assessment and Costing of Additional Requirements
   • Identify additional infrastructure, equipment, staffing, and operational inputs required to meet standard MCH service requirements.
   • Prepare cost estimates for upgrading and operationalizing the clinic.
4. Business Plan Development

Develop a comprehensive business plan including:

• Service package and delivery model
• Organizational and staffing structure
• Marketing and community outreach strategy
• Financial projections (startup and operational costs, revenue, break-even analysis)
• Risk analysis and mitigation measures
• Sustainability strategy

1. Final Report Submission and Presentation
   • Submit a final market assessment and business plan report.
   • Present findings to ECV and CVDA management teams.

4. Deliverables

The consultant(s) shall submit the following deliverables:

1. Inception report and work plan
2. Market assessment report
3. Asset and resource valuation report
4. Draft business plan
5. Final business plan incorporating feedback

All reports shall be submitted in both hard copy and electronic formats.

5. Duration of the Assignment

The assignment is expected to be completed within [to be proposed by consultant] weeks from the date of contract signing.

6. Eligibility Criteria

Applicants may be individual consultants or consultancy firms that meet the following requirements:

• Legally registered and licensed to provide consultancy services
• Valid and renewed business license
• Free from tax liability and legal disputes

7. Required Qualifications and Experience

• Team composition or individual consultant should include expertise in:
  • Public health or health services management, and
  • Business management, economics, or marketing
• Minimum of three (3) years of relevant experience in:
  • Market assessments, and
  • Business plan development, preferably in the health sector
• Proven experience in similar assignments (references required)

Proposal Submission Requirements

Interested applicants shall submit separate sealed envelopes for:

A. Technical Proposal

The technical proposal should include:

• Company/consultant profile
• Understanding of the assignment
• Detailed methodology and work plan
• Team composition and CVs of key personnel
• Copies of business license, tax clearance, and relevant legal documents
• References from similar previous assignments

B. Financial Proposal

The financial proposal should:

• Be submitted in Ethiopian Birr (ETB)
• Clearly indicate whether the price is inclusive or exclusive of VAT
• Include cost breakdown
• Be valid for at least two (2) months from the date of submission

Evaluation Criteria

Proposals will be evaluated based on:

• Technical quality and methodology
• Relevant experience and qualifications
• Financial competitiveness

Only technically responsive proposals will be considered for financial evaluation.
