Job Description

The International Livestock Research Institute (ILRI) seeks to recruit a consultant for the CGIAR GENDER Equality and Inclusion Accelerator to review the existing portfolio of impact assessment studies across the CGIAR, on one or two topics (e.g., climate adaptation, social norms, or digital inclusion). Using the GENDER Accelerator resource hub, CGSpace, and other relevant sources, the consultant will identify methodological strengths, research gaps, and evidence needs. Based on these findings, the consultant will contribute to a report describing the impact of CGIAR gender research.

ILRI works to improve food security and nutrition and reduce poverty in developing countries through research for efficient, safe, and sustainable use of livestock. It is the only one of 11 CGIAR research centers dedicated entirely to animal agriculture research for the developing world. Co-hosted by Kenya and Ethiopia, ILRI has regional or country offices and projects in East, South and Southeast Asia as well as Central, East, Southern and West Africa. www.ilri.org

The GENDER Accelerator (https://gender.cgiar.org) guides and strengthens CGIAR research, ensuring its meaningful and lasting contributions to global targets for gender equality, opportunities for youth and social inclusion.

Scope of Work

The consultant will be expected to carry out the following tasks:

• Search and review the impact assessments studies conducted by CGIAR research centers and published in the GENDER Accelerator evidence hub, the CG Space and other relevant sources, with a focus on studies focusing on one or two specific topics (e.g., climate adaptation, social norms, or digital inclusion), that will be defined at the inception stage.
• Develop a detailed Excel database outlining study characteristics (title, authors, year, theme, type of intervention assessed, center, publication type, methodology, and key findings).
• Conduct a thorough review to identify key research questions, methodologies, and strengths/weaknesses for each study.
• Summarize key findings, identify emerging trends/questions, and highlight research gaps based on the analysis.
• Write a comprehensive and clear report describing the main findings from the impact assessment review.
• Identify and search additional sources to document the reach of CGIAR research on gender and social inclusion topic (e.g., number of studies produced, number of female and male farmers reached, and interventions co-designed with farmers.
• Contribute to the writing of a report describing the impact of CGIAR research on gender and social inclusion. This report will synthesize results from the impact assessment review conducted under this consultancy, a previous report, and additional data documenting the reach and impact of CGIAR’s work. The report will focus on two or three specific topics (e.g., climate adaptation, social norms, digital inclusion, women’s economic empowerment, or technology adoption).
• Any other activity that may arise related to the scope of work

Final Products

• A detailed Excel database outlining study characteristics, including title, authors, year, theme, type of intervention, center, publication type, methodology, and key findings.
• A report identifying methodological strengths, research gaps, and evidence needs within the existing portfolio of impact assessment studies included in the review and focus on the topic(s) decided for this consultancy.
• An Excel database documenting key CGIAR reach and impact results to characterize the organization’s impact on gender equality and social inclusion.
• A draft chapter on the impact of CGIAR interventions, based on the report produced for this consultancy, a previous report, and other relevant information. This will form part of the larger report describing the impact of CGIAR research on gender and social inclusion.

Consultancy Fee:  By mutual agreement based on agreed milestones and deliverables.

Essential skills and qualifications

The selected Consultant should possess.

• A master’s degree in development economics, public policy, public health, statistics, agricultural economics, or related fields.
• Minimum of 5 years of relevant professional experience and a record of very strong performance.
• Excellent analytical and quantitative skills, including a strong econometrics background, comprehensive knowledge of causal inference methodologies (experimental and quasi-experimental), and a clear understanding of impact assessments.
• Experience working on gender issues in agri-food systems and a good understanding of women’s economic empowerment.
• Excellent management and organizational skills. Detail-oriented, able to prioritize and manage multiple tasks simultaneously as a team player. Flexibility and self-motivation are essential.
• Excellent written communication skills and the capacity to synthesize results and transmit messages in a clear way.
• Demonstrated experience working in an international, multi-cultural environment.
• Fluency in written and spoken English.

Desirable qualifications:

• Experience with the CGIAR.
• Experience working on research related to social norms and/or digital inclusion.
• Experience in qualitative research methods and mixed methods.
