Reporting directly to the IHI Ethiopia Country Director, the Neonatal Health Advisor and Maternal Health Advisor will serve as primary technical experts for their respective domains. These roles are responsible for leading maternal and newborn Quality Improvement (QI) initiatives, updating clinical training curricula, and providing structured mentorship to healthcare providers.
Additionally, both advisors will support program oversight by collaborating with M&E teams to track key health indicators, generating technical reports for key stakeholders and the Ministry of Health, and fostering partnerships with local health authorities to ensure sustainable impact.
Project Name: Improving Neonatal Survival by Strengthening Linkage to Level 2 Care (Gates Foundation Funded)
Key Role-Specific Focus Areas
Neonatal Health Advisor:
Provides technical guidance to the design and execution of evidence-based interventions and system designs to reduce neonatal mortality across all tier levels of the Ethiopian health system including care organization and delivery at health centers, during transportation and hospitals. The neonatal health advisor will build capability of health care providers on high-quality newborn care across the continuum using effective skill building approaches.
Maternal Health Advisor:
Drives strategy and system design across antenatal, delivery and postpartum care pathways to advance the quality of maternal and neonatal care delivery through reliable integrated system designs, capability & skill building of health care providers through trainings and structured mentorships, and design & execution of project interventions to reduce mortalities among mothers and newborns.
About You
- Minimum of 8 years of combined clinical and technical leadership experience in health system improvement or maternal/child health (MCH) programs, preferably within International NGOs.
- Strong practical understanding of public health principles, health systems strengthening (HSS), national health guidelines, and clinical Quality Improvement (QI) frameworks.
- Proven track record in training curriculum development, adult learning facilitation, and clinical mentorship for health facility teams.
- Excellent technical writing and reporting skills, with demonstrated experience partnering effectively with the Ministry of Health (MoH), Regional Health Bureaus (RHBs), and local health authorities.
- Professional fluency in written and spoken English; proficiency in Microsoft Office applications.

Role-Specific Requirements:
Neonatal Health Advisor
- Medical Doctor (MD) with specialization in Pediatrics (Neonatologist preferred); deep clinical expertise and public health system awareness for large scale neonatal mortality reduction.
Maternal Health Advisor
Medical Doctor (MD) with specialization in Obstetrics/Gynecology; deep clinical expertise and public health system awareness to influence outcomes of newborns and mothers at large scale.
