Job Description

BACKGROUND

 

Rift Valley Children and Women Development Organization (RCWDO) is a local non-governmental organization established in 1993 G.C., operating across multiple woredas in Oromia Regional State, including East Bale, Bale, Arsi, West Arsi, East Shoa, Kellem Wollega, West Wollega, Guji, and West Guji zones. RCWDO implements projects under five program areas including livelihood, education, citizen rights, peacebuilding & governance, and emergency response in partnership with INGOs & NGOs, targeting populations affected by poverty and marginalization.

Currently, in partnership with Geneva Global Ethiopia (GGE) and funded by the Government of Finland and UNICEF, RCWDO is going to implement the project “Increasing Access to Protective and Inclusive Learning Opportunities for Crisis-Affected Children in Oromia, Ethiopia.” Key interventions include rehabilitating schools and providing WASH and MHM facilities, supplying learning materials and ICT equipment, and implementing Accelerated School Readiness and Accelerated Education Programs with inclusive curricula, life skills, and social-emotional learning. Teachers, facilitators, and communities are trained on child-centered, inclusive, and evidence-based approaches, and mobilized through school clubs, awareness campaigns, and parenting programs to foster safe and protective learning environments. Complementary protection and GBV activities, including referral pathways, awareness campaigns, and multi-sectoral coordination, ensure holistic development and resilience for marginalized children.

Reports to: West Guji Project Area Coordinator

Contract Duration: Two (2) years

Required numbers: Three (3) (one for each woreda)

Salary: As per organization’s scale

Job Overview

The CP/GBV Officer is responsible for the planning, implementation, monitoring, and evaluation of child protection and GBV interventions within the project woredas. The officer will work closely with RCWDO staffs, local authorities, community structures, and partners to strengthen protective mechanisms, deliver case management and psychosocial support, and mainstream child protection and gender-sensitive approaches into education programming.

Duties and responsibilities

  • Conduct child protection and GBV assessments within assigned woredas, analyze trends, and report findings to the project area coordinator.
  • Provide psychosocial support and case management for vulnerable children and GBV survivors at the community and school levels.
  • Promote inclusive and protective learning environments in schools, targeting girls, children with disabilities, and other vulnerable groups.
  • Train and mentor community volunteers, teachers, and RCWDO woreda-level, community level and school-level staffs on CP/GBV standards, safeguarding, and psychosocial support.
  • Engage with kebele administrators, school management committees, and local authorities to strengthen child protection systems and referral pathways.
  • Represent RCWDO in woreda-level coordination forums and collaborate with other humanitarian actors and referral networks.
  • Monitor project activities at the woreda, kebele, and school levels, maintain accurate case records, collect disaggregated protection data, and facilitate feedback mechanisms for children, families, and communities.
  • Ensure implementation of child safeguarding policies, promote PSEA, and oversee delivery of interventions that are inclusive, gender-sensitive, and culturally appropriate.

Job requirement

Required Qualifications

  • Minimum of university degree in Social Work, Sociology, Psychology, Education, or related areas.
  • Minimum of 4 years of professional experience in child protection, GBV, or humanitarian programs in emergency or crisis settings.
  • Experience in case management, psychosocial support, and community-based protection interventions.
  • Demonstrated ability to train and mentor staff and partners.
  • Knowledge of child protection and GBV frameworks.
  • Familiarity with education in emergencies and inclusive education approaches.
  • Strong analytical, reporting, and communication skills.

Language Requirements

  • Fluency in Afaan Oromo.
  • Proficiency in English for reporting and coordination.

  • Ability to work in multi-stakeholder, emergency contexts.
  • Problem-solving, planning, and organizational skills.
  • Commitment to humanitarian principles, child protection, and gender equality.
  • Basic computer skills.
