Call for Proposals: Transportation & Mobility Services Framework

Job Description

Youth Network for Sustainable Development (YNSD) is a non-governmental, non-profit indigenous organization established in 2003 by four school clubs and fifteen youth associations. Currently, YNSD serves as an umbrella network for more than 1,000 youth organizations and associations at the national level.

YNSD’s mission is to contribute to sustainable development by promoting partnerships, strengthening networks, and building the capacity of its member organizations. Its vision is to see Ethiopian youth holistically empowered and meaningfully engaged in all aspects of the country’s sustainable development.

The organization implements a wide range of programs, including youth and women empowerment, Sexual and Reproductive Health (SRH) and HIV/AIDS, Information and Communication Technology (ICT), environmental sustainability, advocacy, WASH, and other emerging development issues.

To support its operational and programmatic activities across various locations, YNSD invites qualified transportation service providers to submit proposals for a Transportation & Mobility Services Framework Agreement.

  1. Objective

The objective of this call is to establish a 12-month framework agreement with a reliable and competent transportation service provider to ensure safe, efficient, and timely mobility services for staff, partners, and official visitors.

2. Scope of Services

The selected service provider will be responsible for delivering:

  • Staff transportation
  • Air ticket
  • Airport transfers (pick-up and drop-off)
  • Transportation for field visits and project implementation activities
  • VIP and guest transport services
  • On-demand and emergency transportation support

3. Vehicle Requirements & Categories

Bidders must demonstrate access to a diverse and well-maintained fleet, including:

  • Executive Sedans: For senior management and official guests
  • Utility & Off-Road Vehicles (4×4): Suitable for field operations and rough terrains
  • Minivans/Buses/Coaster: For group transport, trainings, workshops, and events

4. Contract Duration & Pricing Structure

The agreement will be valid for 12 months, with clear and competitive pricing:

  • Flat Rates: Fixed rates for standard routes (e.g., Airport–Office), regardless of traffic or time
  • Daily & Monthly Rental Rates: Preferential rates for long-term use (beyond 7 consecutive days)
  • Fuel Arrangement: Indicate whether pricing is inclusive or exclusive of fuel
  • Overtime & Waiting Charges: Clearly defined and pre-approved rates

5. Service Level & Maintenance Requirements

  • Availability: Ability to provide vehicles on short notice, including peak periods
  • Replacement Guarantee: In case of breakdown:
    • Within 2 hours (inside Addis Ababa)
    • Within 24 hours (outside Addis Ababa)

Maintenance: Vehicles must be regularly serviced and maintained in good condition

6. Safety & Compliance Requirements

All service providers must meet the following standards:

  • Driver Requirements:
    • Valid professional driving license
    • Proven experience and background verification
    • Basic communication skills in English and/or relevant local languages
  • Vehicle Safety:
    • Functional seatbelts for all passengers
    • Airbags (where applicable)
    • Fire extinguisher and first-aid kit in each vehicle
  • Hygiene Standards:
    • Vehicles must be clean and sanitized prior to each assignment

7. Eligibility Criteria

Interested bidders must:

  • Be a legally registered entity with a valid business license
  • Have a minimum of 2 experience in transportation services
  • Demonstrate adequate fleet capacity and qualified personnel
  • Provide references from at least 2–3 reputable organizations

8. Proposal Submission Requirements

Applicants must submit:

  • Company profile and relevant experience
  • List and specifications of available vehicles
  • Financial proposal with detailed pricing
  • Copies of legal registration and licenses
  • Client references and past performance evidence

9. Evaluation Criteria

  • Technical capacity and fleet adequacy
  • Compliance with safety and service standards
  • Cost competitiveness
  • Relevant experience and reference
