Call For Expression Of Interest (Eoi) / Rfq Provision Of Graphic Design & Branding Services For Print And Electronic Media

INTRODUCTION & BACKGROUND

Self Help Africa (SHA) Ethiopia Country Office invites eligible, qualified, and experienced Graphic Design Consultants and Creative firms to submit an Expression of Interest (EOI) for providing comprehensive graphic design, brand identity, and visual communications services across print, digital, and electronic media platforms in Ethiopia.

As an international non-governmental organization working to alleviate poverty, hunger, and climate change impacts through market-based agricultural and enterprise development, SHA Ethiopia requires visually engaging, culturally sensitive, and strictly compliant communication assets. The selected consultant/agency will support SHA Ethiopia’s visibility across print collateral, digital campaigns, interactive media, and broadcast/electronic platforms.

OBJECTIVES OF THE ASSIGNMENT

The primary objective of this consultancy is to establish a standardized framework for high-quality visual content creation, enhancing institutional credibility and ensuring strict adherence to SHA Global Brand Standards, ethical beneficiary representation, and local accessibility requirements across Ethiopian print and electronic media.

SCOPE OF WORK & SERVICE CATEGORIES

The consultancy is structured into two main operational tiers. Applicants are invited to demonstrate capacity across both core print/operational materials and advanced digital/multimedia electronic deliverables:

Category 1: Core Operational Priorities & Print Media (Tier 1)  

• Banners & Signage: Pull-up/roll-up banners, indoor/outdoor posters, directional signage, event backdrops, and conference displays.
• Stationery & Corporate Identity: Business cards, official notebooks, presentation folders, letterheads, and branded merchandise (drinkware, bags).
• Publication & Report Layouts: Brochures, flyers, newsletters, annual reports, project briefs, case study layouts, and infographic data sheets.
• Digital Templates: Master PowerPoint presentation decks, branded virtual meeting backgrounds, and standardized email signature formats.

Category 2: Electronic Media, Field Operations & Multimedia Assets (Tier 2)  

• Electronic & Social Media Assets: Social media post graphics, carousels, web banners, digital ad creative sets, and interactive infographics.
• Video Graphics & Animation: Motion graphics overlays, lower thirds, animated titles, callout graphics, video end-screens, and short promotional video clips.
• Asset & Field Branding: Complete vehicle wrap/decal designs, motorbike branding, high-visibility field vests, caps, and field safety gear.
• Multilingual Adaptation: Localization and formatting of design materials into Amharic, Afaan Oromoo, and English to ensure community accessibility.

INSTITUTIONAL POLICIES & MANDATORY COMPLIANCE

The successful applicant must comply with the following mandatory organizational policies during task execution:

• SHA Brand & Visibility Policy: Strict adherence to official color palettes, logo clear zones, typography rules, and visual proportion guidelines.
• Data Protection & GDPR Compliance: Mandatory safeguarding of beneficiary data and personally identifiable information (PII) during graphic production.
• Ethical Photography & Safeguarding: Ensuring written/recorded informed consent for all photo/video collateral and portraying community members with dignity.
• Information Sharing & Accessibility: Adapting complex project data into visual infographics and vernacular languages for semi-literate audiences.
• Intellectual Property & Risk Governance: Ensuring zero copyright infringement; all deliverables remain exclusive property of SHA Ethiopia.

STANDARDIZED EOI SUBMISSION FORM

ELIGIBILITY & TECHNICAL REQUIREMENTS

Interested candidates/firms must fulfill the following mandatory qualifications and competency criteria:

• Legal Eligibility: Renewed Business License, Tax Identification Number (TIN), VAT Registration Certificate, and Legal Registration in Ethiopia.
• Academic Background: Degree in Graphic Design, Visual Communication, Fine Arts, Digital Media, or related field.
• Professional Experience: Minimum 3 to 5 years of demonstrated experience in graphic design and branding, with preference given to INGO, UN, or corporate media experience.
• Software Mastery: Expert-level knowledge in Adobe Creative Suite (Photoshop, Illustrator, InDesign, Premiere Pro/After Effects) and CorelDRAW or 3D/CAD tools.
• Portfolio Requirement: Comprehensive digital portfolio demonstrating print layout, social media branding, video graphics, and multilingual typography.

EOI SUBMISSION STRUCTURE & INSTRUCTIONS

Interested applicants must submit a complete Expression of Interest package containing the following required components:

• Technical Response Document: Cover letter, understanding of ToR, proposed methodological approach, and timeline.
• Creative Portfolio / Sample Work: PDF deck or web link showcasing relevant print and electronic media designs.
• Financial Proposal: Itemized unit rates per deliverable tier as requested (a separate cost breakdown for Tier 1& 2).
• Legal & Administrative Credentials: Copies of TIN, VAT, Business License, and Client References.
