Adroit Associates invites qualified and committed Monitoring, Evaluation & Learning (MEL) professionals to apply for inclusion in our MEL Subject-Matter Expert (SME) Pool for Afghanistan and Ethiopia, supporting immediate and upcoming donor-funded assignments.
This call is linked to active and confirmed project pipelines for 2026, including evaluations, third-party monitoring, research, and MEL system strengthening initiatives across multiple provinces. Selected experts will be prioritized for short- and medium-term consultancies that are expected to commence on short notice.

Who We Are Looking For
We are seeking experienced MEL professionals with demonstrated experience working in Afghanistan and Ethiopia, particularly those who are deployment-ready and comfortable operating in complex environments.
Core Technical Expertise (one or more of the following):
- Baseline, midline, and endline evaluations
- Quantitative and qualitative research (household surveys, KIIs, FGDs)
- Third-Party Monitoring (TPM)
- MEL framework, indicator, and tool design
- Sampling design and survey methodology
- Data analysis, visualization, and report writing
- Digital data collection platforms (KoBo, ODK, SurveyCTO, etc.)
- Learning facilitation, adaptive management, and use of evidence
Sectoral Experience (strong asset):
- Food Security & Livelihoods
- WASH
- Health & Nutrition
- Education
- Protection & Gender
- Agriculture & Natural Resource Management (NRM)
- Disaster Risk Reduction (DRR)
- Governance & Social Cohesion
Ideal Candidate Profile
- Education: Bachelor’s degree required; Master’s degree preferred in social sciences, development studies, economics, statistics, or a related field
- Experience: Minimum 5 years of MEL experience in Afghanistan and Ethiopia or comparable fragile contexts
- Languages: Professional proficiency in English; fluency in local languages required
- Key Skills:
- Strong analytical and report-writing skills
- Ability to work independently and within multidisciplinary teams
- Willingness and ability to travel to provinces, subject to security conditions
- High ethical standards, including safeguarding and data protection compliance
- Familiarity with donor requirements (UN agencies, FCDO, EU, World Bank, etc.)
- Professional Mindset: Collaborative, adaptive, culturally sensitive, and committed to evidence-based programming
Types of Assignments
- Rostered experts may be engaged for:
- Short-term and medium-term MEL consultancies and evaluations
- Design of surveys, tools, indicators, and sampling strategies
- Field mission leadership and data quality assurance
- Data analysis, reporting, and presentation of findings
- Training, coaching, and mentoring of local staff and partners
- Sector-specific assessments and learning reviews
Note: Several assignments are expected to be mobilized on short notice. Experts included in this pool will be contacted first based on availability, sectoral fit, and technical expertise.
