AVR-Livelihood Integration Specialist

GENERAL MISSION

The AVR-Livelihood Integration Specialist supports the operational and strategic integration of Humanitarian Mine Action (HMA), Armed Violence Reduction (AVR), and livelihoods/economic recovery programming across HI’s operations in Ethiopia. The role ensures that HMA activities contribute effectively to broader food security, resilience, and socioeconomic empowerment goals, particularly for vulnerable and conflict-affected populations, including EO victims, persons with disabilities, displaced populations, and women-headed households.

The position also provides technical and strategic support to the Chief of Operations (CoO) and the senior management team for the design of intersectoral projects, the development of integrated proposals, and the establishment of external partnerships linking risk reduction with inclusive recovery and sustainable development efforts.

MISSIONS / RESPONSIBILITIES (but not limited to):

Mission 1: Integration of HMA/AVR with Livelihoods and Socioeconomic Recovery

• Design and roll out field-tested approaches linking HMA (EORE, NTS/EOD, VA) with food security, livelihoods, economic empowerment, and early recovery programming.
• Contribute to project-level strategies that ensure safe access to land, productive assets, and essential services.
• Support the development and adaptation of tools, guidance, and SOPs for the integration of HMA into community resilience frameworks.
• Promote inclusive programming that explicitly considers gender, age, disability, and displacement dynamics in access to economic and recovery opportunities.

Mission 2: Technical Support to Victim Assistance and Socioeconomic Reintegration

• Support the VA teams in designing and implementing individualized and community-based approaches to economic reintegration of survivors and persons with disabilities.
• Identify linkages with cash-based interventions, vocational training, access to finance, and other empowerment opportunities.
• Ensure that VA programming contributes to measurable improvements in economic resilience, agency, and inclusion.

Mission 3: Intersectoral Program Design and Business Development

• Work closely with the CoO, Business Development, and MEAL teams to contribute to the design of high-quality, intersectoral proposals for funding bodies.
• Provide technical inputs for concept notes, proposal narratives, and budgeting for integrated HMA-AVR-livelihood interventions.
• Support donor engagement and representation in coordination forums relevant to recovery, food security, durable solutions, and protection.

Mission 4: Research, Evidence Generation, and Strategic Positioning

• Contribute to socio-economic impact assessments, KAP surveys, and community consultations.
• Lead or contribute to studies that generate evidence on the impact of HMA on food security, livelihoods, and return/recovery processes.
• Produce policy briefs and technical notes to inform national and international advocacy and stakeholder engagement.

Mission 5: Coordination and External Representation

• Represent HI in relevant technical working groups and coordination platforms (e.g. Food Security, Livelihoods, Durable Solutions).
• Build strategic partnerships with INGOs, UN agencies, and development actors to promote joint programming opportunities.
• Act as a resource person for interagency collaboration linking mine action to recovery and development.

Mission 6: Data Integration and IM Collaboration

• Work closely with the Information Management Unit to define and integrate relevant socio-economic indicators within HMA data workflows.
• Support targeted data analysis to guide prioritization, programming decisions, and to strengthen the case for integrated HMA-livelihoods approaches.
• Promote evidence-based planning through comprehensive data exploitation and cross-sectoral analytics.

Mission 7: Localization, Capacity Building & Technical Support

• Strengthen the capacities of national staff and local authorities (e.g., agricultural and rural development offices) on integrating risk reduction with recovery, especially around inclusive livelihoods and victim assistance.
• Support HI’s localization strategy by mentoring national staff, contributing to internal capacity-building plans, and fostering institutional knowledge transfer approaches across the AVR and HMA teams.
• Develop or adapt training modules for community focal points and OPDs to enhance local ownership of integrated approaches.
• Identify opportunities for joint planning with regional institutions, supporting durable solutions for conflict-affected populations, especially returnees and people with disabilities.

Mission 8: Innovation and AI/Data Applications in Program Design

• Collaborate with the IM and AI/data teams to explore innovative uses of data science or remote sensing for mapping livelihood constraints linked to EO contamination.
• Contribute to testing and piloting of AI-enhanced survey models or scoring tools that integrate food insecurity, displacement, and EO presence to prioritize areas of intervention.
• Help translate complex data into operational insights for community planning, donor advocacy, and integrated programming.

Mission 9: Safeguarding & Do No Harm in Integrated Programming

• Ensure integrated AVR-HMA-Livelihood interventions are conflict-sensitive, inclusive, and aligned with HI’s safeguarding framework.
• Support the risk analysis and mitigation planning for unintended effects of programming (e.g., increased exposure to risk when reaccessing land, gender-based exclusion from cash-for-work activities).
• Promote participatory and community-led approaches in assessments, design, and implementation to foster relevance, accountability, and local ownership.

QUALIFICATIONS

Education and Certifications

• Advanced degree in International Development, Economics, Rural Development, Social Sciences, or other related fields.
• Additional qualifications in applied research or impact evaluation are highly desirable.

Experience:

• Minimum 5 years of experience in livelihoods, early recovery, or integrated humanitarian programming.
• Demonstrated experience linking HMA or AVR with food security, resilience, or durable solutions programming.
• Proven experience in donor proposal development, strategic planning, and external representation.

Skills:

• Solid technical understanding of mine action and AVR approaches.
• Knowledge of cash/voucher assistance, economic inclusion, food systems, and resilience frameworks.
• Strong strategic thinking, proposal writing, and inter-agency coordination skills.
• Proficiency in data-informed planning and collaboration with IM or MEAL teams.
• Excellent verbal and written communication in English; Tigrinya, Afar, or Amharic knowledge is considered an asset.
