Type of Contract: Full-time (Initial 1-year contract with possibility of extension)

Background

The International Primary Health Care Institute (IPHC Institute) is an emerging global platform. The International Institute for Primary Health Care – Ethiopia (IPHC-E) is a globally recognized center of excellence and strategic thought partner in the advancement of Primary Health Care (PHC), with a special focus on low- and middle-income countries (LMICs). Established by the Ministry of Health of Ethiopia in 2016, IPHC-E builds on the country’s rich legacy of community-based health delivery and innovation to support governments and institutions across Africa and beyond in achieving Universal Health Coverage (UHC) and delivering on the Sustainable Development Goals (SDGs).

Operating at the intersection of policy, systems design, innovation, and program implementation, IPHC-E works with global, regional, and national stakeholders to transform PHC systems through five interlinked strategic pillars.:

  • Technical Thought Partnership and Strategic Advisory: IPHC-E provides agile and responsive technical assistance and systems support to governments and global health institutions. The Institute advises on PHC reforms, policy development, strategic planning, and multisectoral coordination.
  • Innovation and Program Incubation: The Institute identifies, codesigns, pilots, and scales transformative approaches—including community labs, digital PHC innovations, multisectoral nutrition strategies, and integrated health systems—to address complex PHC and public health challenges.
  • Capacity Building and Learning Systems: Through dynamic learning platforms, training programs, and cross-country knowledge exchange, IPHC-E strengthens institutional and workforce capacity. Its learning hubs and south-south learning partnerships support leaders, program implementers, and technical experts across LMICs.
  • Evidence Generation, Policy Research, and Implementation Science: IPHC-E generates actionable evidence, conducts implementation research, and supports real-time learning for adaptive management. These insights are leveraged to inform policy development and scale promising practices.
  • Systems Design and Institutional Strengthening: Working alongside ministries and local institutions, IPHC-E facilitates the design and strengthening of resilient PHC systems. This includes reform design, health financing strategy, multisectoral governance, and performance management.

With an emphasis on adaptive leadership, design thinking, and equity-focused innovation, IPHC-E supports countries not only in delivering services, but also in transforming systems, empowering communities, and creating lasting institutional capabilities. The Institute is headquartered in Addis Ababa and is increasingly becoming a reference center for PHC excellence and technical exchange in Africa and beyond.

To support its expanding portfolio, the Institute seeks a highly capable and driven Associate to anchor key initiatives focused on strategy formulation, analytics, project delivery, and implementation excellence.

Purpose of the Role

The Associate will play a leadership role in advancing the Institute’s strategic agenda, managing complex projects, developing high-quality deliverables, and supporting decision-making at senior levels. The ideal candidate will bring a blend of consulting-style problem-solving, project management, and contextual understanding of health systems—particularly in low- and middle income countries.

Key Responsibilities

Project Leadership & Delivery

  • Lead or co-lead key strategic initiatives across thematic areas (e.g., PHC financing, workforce strategy, service delivery models, digital health).
  • Manage the end-to-end project lifecycle: scoping, work planning, execution, stakeholder engagement, and delivery.
  • Collect and review stakeholder feedback, follow up as appropriate, and contribute to continuous improvement across the team.

Technical Analysis & Insight Generation

  • Conduct structured problem-solving, policy analysis, and data modeling to inform strategy and reform initiatives.
  • Synthesize findings and develop clear, actionable, and visually compelling reports, presentations, and decision-making tools.

Stakeholder Engagement & Representation

  • Engage directly with senior government officials, development partners, technical experts, and internal teams.
  • Represent the Institute in external forums, technical discussions, and workshops as needed.

Team Support & Capacity Building

  • Mentor and guide junior staff (e.g., Analysts), and contribute to team capacity development and institutional learning.

Required Qualifications and Experience

Education

  • Bachelor’s degree in Public Health, Medicine, Public Policy, Economics, Business Administration, or a related fields is required
  • Master’s degree in a relevant field (e.g., MPH, MBA, MPA, MSc in Global Health or similar fields) is strongly preferred.

Experience

  • Minimum 4–6 years of relevant professional experience.
  • Prior experience in strategy consulting, public sector advisory, or international development organizations is highly desirable.
  • Demonstrated experience leading health sector or cross-sectoral projects.
  • Familiarity with Ethiopia’s health system or other LMIC contexts is a plus.

Skills and Competencies:

  • Strong analytical, strategic thinking, and problem-solving skills.
  • Excellent project management, organizational, and multitasking abilities.
  • Outstanding written and verbal communication skills in both English and Amharic.
  • Proven ability to work independently, take initiative, and deliver high-quality work under tight deadlines.
  • Highly collaborative with strong interpersonal skills and stakeholder management experience.
  • Advanced proficiency in MS PowerPoint, Excel, and Word (experience with data visualization or analytic tools is a plus).

Language Requirements

  • Fluency in English and Amharic is mandatory.
  • Additional language skills (especially working languages of regional bodies) are a plus.
