Position Purpose

The Assistant Project Officer (APO) is responsible for field-level activity implementation, target identification, capacity strengthening, early warning/DRR promotion, financial inclusion linkages, progress tracking, monitoring, and reporting. Dedicated full-time to the Konso DRF Anticipatory Action project, the post-holder works directly with target community members, local government experts at the woreda level, banking institutions, and community committees to ensure timely, high-quality, and accountable implementation of field interventions.

Key Duties & Responsibilities

  • Lead field-level activity implementation, target identification, screening, registration, and verification across designated Kebeles.
  • Establish, strengthen, and support Self-Help Groups (SHG) / Village Savings and Loan Associations (VSLA), and deliver Income Generating Activity (IGA) training.
  • Facilitate linkages between target beneficiaries, community committees, local government woreda experts, and banking institutions for financial inclusion.
  • Promote early warning systems, Disaster Risk Reduction (DRR), agricultural best practices, perma-gardening (vegetable production), and water harvesting techniques.
  • Conduct regular field monitoring, track project progress, and produce quality field implementation reports.
  • Utilize mobile data collection tools and digital platforms for field data collection and project documentation.

Required Qualifications & Experience

  • Education: BSc/BA in Agriculture, Rural Development, Disaster Risk Management, Social Sciences, or related fields of study.
  • Professional Experience: A minimum of three (3) years of direct experience in agriculture/livelihoods and emergency response/DRR projects within an INGO/NGO setting.
  • Targeting & Field Management: Proven experience in beneficiary target selection, screening, registration, and verification.
  • Community Groups & IGAs: Demonstrated experience in establishing and strengthening SHG/VSLA groups and delivering IGA training.
  • Field Monitoring & Reporting: Hands-on field monitoring experience with strong quality report writing skills.

Core Competencies & Other Requirements

  • Technical Knowledge: Strong technical understanding of agricultural practices, perma-gardening (vegetable production), and water harvesting techniques.
  • Language Proficiency: Fluency in written and spoken English, Amharic, and Afan Xonso. (Fluency in the local language is essential; preference will be given to Ethiopian nationals).
  • Digital Tools: Competence with mobile data collection tools, digital communication platforms, advanced computer proficiency (Google Workspace), and project management documentation tools.
  • Soft Skills: Excellent interpersonal skills with proven community mobilization capacity and cross-cultural sensitivity.
  • Work Management: Excellent organizational, time-management, and multitasking abilities under pressure with strong attention to detail.
