Terms of Reference (ToR): Bid for story and photo documentation of “Light for the World’s We Can Work Program, 14 September 2026

1. Background

Light for the World is implementing the We Can Work program, which focuses on inclusive economic empowerment for persons with disabilities. As part of documentation, learning, and communication efforts, the organization plans to produce a high-quality story documentation by capturing program achievements, lessons, and stories of change.

2. Objective

The overall objective of this assignment is to collect and document pictures and stories, that documents and showcases the impact, learning, and human stories from the We Can Work program.

3. Scope of Work

The selected service provider will be responsible for

3.1 Content collection and creation

• Collecting high quality (4K) photos and stories in the field in Addis Ababa, Hawassa, Bishoftu and Wolaita area among 2025 program participants.

3.2 Contents

• Incorporate:
• • 6- Learning stories with photo narrative of pillar 1 program participant with quality pictures (4K camera) ( 3 In Addis Ababa and 3 in Bodity Woreda, Southern Region)
  • 1- case story of We Can Work program general impact.
  • 1 – case stories of pillar 2 program activities and 1 DIF lived experience with quality photo narratives pictures (4K camera)- the field story collection areas are Addis Ababa, Hawassa and Bishoftu.
  • 1- case stories of pillar 3 program activity and 1 lived experience of youth advocate with quality B-roll pictures narrative (4K)- The field story collection area are Addis Ababa and demote gale woreda of Wolayita zone
  • Transcribe all interview into English and Amharic language text for all program participants’ interview.

3.3 Editing and Typesetting

• Ensure professional typesetting and formatting.
• Proofread content for consistency, layout accuracy, and visual appeal.

3.5 Delivery

• Deliver all raw documentation to the designated location.
• Provide final soft copies in:
• • 11 learning stories and case stories of program participants in Micro soft word format file (at least 35 pages- text only)
  • Include Selected B-roll pictures of those stories which has 4k quality.
  • All program participant (9 interviewees) Interview transcribed into English language text in Ms Word format.

4. Deliverables

The contractor will deliver:

1. Soft copies (Ms word, PDF and editable source files)
2. 11 stories of program participants in Micro soft word format file (at least 35 pages- text only)
3. Selected B-roll pictures of stories and all raw data
4. Interview transcribed into English text in Ms Word format.

5. Duration

The assignment is expected to be completed within 4–6 weeks from contract signing, including review and revision rounds.

7. Selection Criteria

Qualified production firms are invited to submit technical and financial proposals in separate envelopes. The weight to be given for technical and financial proposals will be determined by the evaluation team.

Key evaluation criterion for the technical proposal are:

• Understanding of the ToR or client needs
• Put your work methodology
• Testimony from your previous 3 years and above Experiences
• Attach sample work QR code and recommendations letters
• Composition of the production team (content creators)
• Clear implementation plan and realistic timelines
• Valid license in multimedia production
• The available designing softwires and editing equipment’s.
• The list of equipment like sound recording and camera type to be used.

Proposal submission guideline

All interested firms must submit the following documents: technical and financial proposals in separate envelopes:

  Technical proposal

• Provide a summary of the magazine’s plot, themes, and narrative structure
• A detailed work plan, including a timeline, key milestones, and deliverables.
• Include the list of equipments for photo shooting and sound recordings and professionals
• Valid license, and sample music work QR code.
• • Proven experience in magazine writing and production
  • Demonstrated ability to produce magazine content related to social behavior change, advocacy, or development
  • Experience working with CSOs, INGOs, or similar sectors (preferred)
  • Strong portfolio of past high-quality magazine productions

    Financial proposal
• The financial proposal must detail all cost items, including VAT
• All travel, accommodation, and related costs will be covered by the production firm.
• Bidders should submit the financial proposal only in ETB.
• • Valid and renewed business license
  • Light for the World reserves the right to accept or reject the bid either partially or fully.

6. Required Qualifications

The service provider should demonstrate:

• Proven experience in magazine production
• Strong portfolio of similar assignments
• Experience in development/NGO communication materials (preferred)
