CONSULTANCY SERVICE FOR CAPACITY STRENGTHENING TRAINING FOR HUMANITARIAN FORUM LEADERSHIP
CCRDA and CST Ethiopia invite qualified consultants, training institutions, or consulting firms to submit proposals for the design and delivery of a capacity strengthening training programme for Humanitarian Forum (HF) Leadership and Forum Coordinators. The assignment aims to strengthen leadership, governance, advocacy, resource mobilisation, communication, digital collaboration, and information management capacities across the CCRDA Humanitarian Forum, thereby enhancing their effectiveness, sustainability, coordination, and contribution to humanitarian action.
Assignment Purpose and Objectives
The purpose of the assignment is to strengthen the capacity of the CCRDA Humanitarian Forum leadership to effectively govern and coordinate Forum activities in line with the newly approved Humanitarian Forum Bylaw. The training seeks to enhance competencies in leadership and governance, humanitarian advocacy, resource mobilisation, communication, digital tools, and information management while promoting sustainable and locally led humanitarian coordination mechanisms.
The training programme will support Forum leaders to:
- Strengthen governance, accountability, and decision-making practices.
- Improve humanitarian advocacy skills at national and international levels.
- Develop practical approaches for resource mobilisation and financial sustainability.
- Enhance communication and information-sharing systems within and across Humanitarian Forums.
- Improve the use of digital tools and knowledge management systems.
- Apply lessons learned from previous Forum leadership experiences and peer learning from other humanitarian networks.
Scope of the Work
The selected consultant will design, facilitate, and document a series of participatory capacity strengthening trainings using adult-learning methodologies and practical application approaches. The assignment will include:
- Design and delivery of three ( 3) sequential training modules.
- Development of training materials, presentations, tools, exercises, and participant handbooks.
- Facilitation of interactive learning sessions, group work, case studies, simulations, and action planning exercises.
- Delivery of pre- and post-training assessments.
- Facilitation of practical exercises on governance, advocacy, resource mobilisation, communication, digital tools, and information management.
- Support for the development of Forum-specific action plans and implementation frameworks.
- Documentation of lessons learned and recommendations.
- Preparation and submission of training reports and follow-up recommendations.
Qualifications and Experience
Required Qualifications
- Master’s degree or higher in Organisational Development, Leadership, Management, Public Administration, Development Studies, International Development, Humanitarian Studies, Communication, Education, or a related field.
- Proven experience in designing and facilitating leadership, governance, advocacy, organisational development, or capacity strengthening programmes.
- Demonstrated experience working with humanitarian, development, civil society, or coordination platforms.
- Strong understanding of humanitarian coordination mechanisms, localisation, and civil society strengthening.
- Experience facilitating participatory adult-learning and capacity development programmes.
- Excellent facilitation, training design, analytical, and report-writing skills.
- Excellent written and spoken English.
Desirable Qualifications
- Previous experience working with humanitarian forums, networks, consortia, or coordination platforms.
- Strong understanding of the Ethiopian humanitarian and civil society context.
- Experience delivering training on advocacy, resource mobilisation, governance, communication, or digital collaboration tools.
- Knowledge of humanitarian coordination systems, localisation agendas, and humanitarian reform initiatives.
- Experience developing action planning and follow-up monitoring frameworks.

In addition, bidders are required to provide:
- A renewed business licence for the current year.
- VAT registration certificate.
- Taxpayer Identification Number (TIN).
- Evidence of similar assignments undertaken in the past three years, including references.
