Job Summary
Are you an experienced humanitarian policy professional passionate about climate resilience? The Risk-informed Early Action Partnership (REAP) is seeking a dynamic Policy Officer to drive collective influencing functions globally and regionally. Under the supervision of the Head of Secretariat (HoS), you will ensure REAP partners co-create impactful policy messages that integrate Early Warning, Early Action (EWEA) and Anticipatory Action (AA) into governmental and institutional Disaster Risk Management (DRM) frameworks.
This role is crucial to achieving REAP’s 2030 Strategy, mainstreaming early action into global legislation, disaster risk financing, and major global agendas (such as the Sendai Framework and SDGs).
Key Duties and Responsibilities
1. Global & Multilateral Policy Implementation

Develop, coordinate, and execute the REAP 2030 Policy Plan in strategic alignment with EW4All initiatives.

Design innovative policy processes and dialogues for multi-stakeholder partners to align on actionable policy priorities.

Collaborate with key multilateral actors (including IFRC, WMO, UNDRR, UNDP, and the World Bank) to ensure coherence in legislative and governance frameworks related to Early Warning Systems (EWS).

Drive REAP’s policy engagement regarding the integration of EWS/AA within the Treaty on the Protection of Persons in the Event of Disasters.
2. Regional to National Policy Enablement

Build structured, five-year regional policy influencing frameworks in coordination with regional mechanisms and focal points.

Support partners in leveraging national DRM policy reforms and legislative processes to streamline early action.

Lead post-disaster policy reform activities to capitalize on strategic “windows of opportunity” following climate extremes.

Establish and sustain a robust network of parliamentary champions to drive national and global policy reforms.
3. Policy Influence & Capacity Building

Design and implement targeted public momentum and media engagement strategies to elevate awareness around financing and legislative opportunities.

Coordinate high-quality capacity-strengthening initiatives, including the management of the REAP Policy Academy.

Actively support donor advocacy to ensure legal frameworks for DRM are prioritized in funding allocations.
Job Requirements & Qualifications
Education
-
Required: Bachelor’s degree in Public Policy, International Relations, Law, Environmental Studies, or a highly relevant field.

Preferred: Post-graduate degree (Master’s or equivalent) and/or formal certification in Project Management.
Experience
-
Minimum 3–5 years of professional policy experience within the humanitarian or development sector.

At least 2 years of specific experience in developing or implementing policy processes and influencing legal/policy reforms.

Proven track record of designing and coordinating high-level convenings that yield concrete policy or financing outcomes.

Familiarity with global frameworks (e.g., Sendai Framework, Paris Agreement) and regional mechanisms (e.g., African Union Commission, ASEAN).

Preferred: Experience working within coalitions/networks and a strong background in Anticipatory Action or Early Warning systems.
Knowledge and Skills

Deep understanding of international/national law-making processes, the global humanitarian system, and disaster risk reduction concepts.

Proven advocacy, negotiation, and multi-stakeholder coordination skills in multicultural environments.

Proficiency in digital collaboration tools, data literacy, and the responsible use of technology (including AI assistants).

Language: Fluent spoken and written English is required. Command of another IFRC official language (French, Spanish, or Arabic) is an asset.
