Job Title: Senior Human Resources Officer
Department: HR
Reporting to: HR Manager
Contract Type: Short Term (With Possibility of extension)
Main Purpose:
Under the supervision of the HR Manager, the Senior HR Officer leads the execution of HR management guidelines and procedures across the full human resource management cycle, providing advice, training, and hands‑on support to staff and managers on employee relations matters including performance management, results setting, and disciplinary and grievance handling. The role actively promotes a positive organizational culture while minimizing risk and ensuring efficiency and value for money in HR and administrative processes.
The Senior HR Officer is responsible for accurate management of employee records and the administration of staff benefits, including leave, medical insurance, pension, and related documentation, and supports the HR Manager in strengthening the effectiveness of HR strategies and policies. In addition, the role provides support to logistics and administrative functions to ensure services are delivered in line with organizational expectations, guidelines, and policies.
Duties and Responsibilities
- Maintain compliance against organizational procedures, local laws and regulations in relation to Human Resource management
- Confirm smooth and organized employment, induction & exit process to be in place with timely preparation, coordination and clear documentation
- Represent HR in recruitment process, where relevant, and support hiring managers to follow best practice in assessment processes
- Ensure HR policies and procedures are well understood by staff, volunteers, interns, and consultants, and that they are followed.
- Ensure staff, volunteer and intern records are accurately maintained and updated regularly in line with data protection policy
- Maintain absolute discretion and maturity in handling sensitive/confidential data
- Collect relevant data for timely and summarized payroll action feed and filing
- Facilitate and execute staff movement (Transfer, recruitment, demotion & termination) with adherence with the HR Policy
- Develop and execute procedures to have an effective staff entry/induction and leavers checklist for smooth and effective HR movement
- Provide advice to staff and managers in relation to benefits, taxation, Medical and accident Insurance.
- Facilitate claims of medical and accident insurance
- Ensure compliance with local legislation across the HR department
- Collect, compile and file annual appraisal and performance reviews
- Work closely with HR Manager on any new law or regulation released by the government, any major HR concerns that need immediate action
- Supports internal and external Audit, in project closure activities as requested.
- Support HR Manager in preparation of weekly, monthly and quarterly HR reports as required.
- Serve as an IT focal person to support record digitalization and to facilitate support from internal/external experts.
- Support the logistic/liaison activities and closely provide guidance to the executive driver/liaison officer to execute responsibilities per policy/ procedure/ guidance as relevant.
- For all roles as a minimum:

Education
- Bachelor’s degree in HR management, Business Administration, Law, or related field.
Experience
- Minimum 6 years’ progressive experience in the Human Resources function, with supervisory/senior level experience
- Good understanding of administrative duties and logistics
- Professional experience with INGOs/NGOs and/or international experience is a plus; interest in humanitarian field is preferred.
