 Data for Implementation (Data.FI) is a global project funded by the U.S. Government (USG) through the Department of State (DoS), Foreign Assistance (FA). Its mission is to help countries use, strengthen, and sustain access to high quality data to achieve primary healthcare goals and accelerate the control of HIV, tuberculosis (TB), and other public health risks.

The project is a mechanism dedicated to strengthening data, technology, and HIS to support the delivery of life-saving care and treatment services. Data.FI aims to improve global, regional, and national in-depth analysis of epidemiologic and programmatic data to further enhance implementation of the USG foreign policy priorities. Data.FI’s focus also includes direct support to host-country governments to enhance existing HIS, thereby informing management responses to well defined gaps in public health programming and sustaining impact by supporting the transition of activities to local partners.

Position Summary: 

The Regional Health Information System Advisor will lead and coordinate HIS, digital health and data strengthening activities at the regional level in close collaboration with the Regional Health Bureaus. The role will also provide hands‑on technical assistance and capacity building to regional teams to promote sustainable ownership, effective system use, and improved health system performance.

Primary Duties and Responsibilities: 

  • Support implementation of HIS and data quality improvement activities within regions including DHIS2 data management and reporting, systems like eCHIS, Dagu (both desktop and mobile versions), and other field-level systems.
  • Build capacity of regional and district health teams in HIS management and data use. 
  • Ensure coordination and alignment with national HIS and digital health initiatives. 
  • Strengthen feedback mechanisms between regional and national levels for improved data flow and decision-making. 
  • Provide technical assistance for provincial data review meetings and reporting processes. 
  • Support implementation of data quality reviews, validation processes, and monitoring of corrective action plans to ensure sustained performance improvements.


Required Qualifications:

  • Bachelor’s or master’s degree in health informatics, Information Systems, Computer Science, or a related field. 
  • At least 10 years of progressive experience in digital health systems, with a minimum of 5 years in a senior technical leadership role. 
  • Strong understanding of national health systems, data use ecosystems, and digital governance structures. 
  • Excellent interpersonal, leadership, and stakeholder engagement skills, especially in multisectoral and government-facing environments. 
  • Demonstrated experience providing hands‑on technical assistance and mentoring to sub‑national health teams to support system rollout, data quality improvement, and institutionalization.
  • Proven ability to work effectively in decentralized health systems and support transition of digital health system ownership to government counterparts.
  • Must be resident in one of the Regions mentioned.
