This Opportunity: 

Data for Implementation (Data.FI) is a $130 million, multi-year global project (2019-2026) led by Palladium and funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) through the U.S. Department of State. Since 2019, Data.FI has been implemented in over 30 countries in Sub-Saharan Africa and Latin America and the Caribbean.

Data.FI enables the delivery of life-saving health services by building effective health information systems (HIS), improving global health security (GHS) and epidemic surveillance, and strengthening data use and data quality in partner countries. The project provides the U.S. Department of State and partner governments with advanced data analytics and GHS solutions, transforming existing siloed platforms into integrated, government-owned multi-threat early warning systems.

The Software Developer (DHIS2 / MDR-TB) will contribute to customizing and maintaining digital solutions supporting MDR-TB program data management and reporting in Ethiopia. The developer will work closely with the MoH, Data.FI technical team and TB program experts to enhance existing DHIS2 configurations, improve integration between systems, and support data flow automation and reporting. The ideal candidate will have hands-on DHIS2 development experience and strong analytical and programming skills.

Reporting Lines:

This position will report to the Solution Architect, Data.FI Ethiopia.

Key Responsibilities: 

  • Develop and configure DHIS2 applications, trackers, and dashboards to meet MDR-TB program needs.
  • Support customization of DHIS2 metadata, data elements, indicators, and analytics for the TB program.
  • Build and maintain data exchange interfaces between DHIS2 and other national health systems, including EMR and lab systems.
  • Participate in the design and development of APIs and data integration processes to streamline MDR-TB data reporting.
  • Support testing, validation, and deployment of new features and configurations in DHIS2.
  • Collaborate with the MoH and implementing partners to elicit requirements, document system specifications, and align outputs with national data standards.
  • Troubleshoot technical issues, perform system maintenance, and ensure high system performance and reliability.
  • Support building user capacity through documentation, demonstrations, and technical training sessions.
  • Stay updated on DHIS2 updates and global best practices for disease surveillance and program monitoring.

Required Qualifications:

  • Bachelor’s degree in Computer Science, Information Systems, Software Engineering, or related field.
  • Minimum of 3–5 years of professional experience in software development, with at least 2 years in DHIS2 configuration and customization.
  • Strong experience in DHIS2 app development, API usage, and integration with external systems.
  • Proficiency in Java or JavaScript; familiarity with Python or web technologies (HTML, CSS, REST APIs) is an asset.
  • Experience working with databases such as PostgreSQL.
  • Understanding of MDR-TB or other public health surveillance programs is an advantage.
  • Strong analytical, problem-solving, and documentation skills.
  •  Experience with Agile or iterative software development processes.

Desirable Qualifications:

  • Experience working on USG support projects or MoH health information system projects.
  • Familiarity with national HIS interoperability standards and tools (OpenHIM, FHIR, HL7).
  • Interest in applying technology to strengthen disease surveillance and program monitoring.
  • Ability to collaborate effectively with diverse health professionals and technical teams.
