Project name-Service Unit
GIZ is undergoing a reorganization worldwide and in Ethiopia in preparation for the S4GIZ-System. Starting January 1, 2026, the administration of GIZ projects globally will be managed through dedicated Service Units in collaboration with the respective country offices. In Ethiopia, three Service Units have been established, one for each Cluster.
The Climate Change Cluster Service Unit (CCC-SU) is one of these three Service Units created under the new S4GIZ-System. The CCC-SU will efficiently support 15 projects within the Cluster. Additionally, the Cluster will be responsible for managing the Service Units in the Regional Offices located in Hawassa, Jigjiga, Bahir Dar, Arba Minch, Jinka, and Gambella.
The CCC-SU is currently seeking qualified candidates for the position of Finance Specialist, with the duty station in Addis Ababa
Core Tasks:
- In your role you perform the tasks assigned to you in the area of financial management, including budget planning and costing, and in the procurement of materials, equipment and services in collaboration and consultation with your line manager or the administrative officer.
- You deal with the matters correctly and on schedule and with due regard for legal, contractual and internal requirements and procedures.
- You assist your colleagues in carrying out their tasks. You perform all the associated organizational and administrative tasks. You are involved in the correct processing and monitoring of all payment flows and in ensuring the supply of funds to the program, with the involvement of the relevant sectoral division(s) and the country office.
- In response to enquiries, you provide general information within your specialist area based on established processes and with due regard for compliance rules. You also provide information and advice on internal workflows.
- You provide support for knowledge management and ongoing process development in your area of responsibility.
- You also prepare and share documentation.
- You perform the tasks assigned to you by your line manager, where required
- You work on all job orders within your remit and are the main contact for advising managers
- and other staff members on all issues in the thematic area. You are also responsible for
- providing specialist support to colleagues in bands 2 and 3 and ensure the quality of the commission’s outcomes.
- You clearly communicate the relevant requirements, conditions and restrictions in terms of
- your capacity to act.
- You coordinate the process for awarding contracts, work on tasks in accordance with the relevant legal, contractual, socio-political and corporate policy requirements and monitor the processing and fulfilment of those contracts.
- You are involved in the further development of instruments and help to ensure that innovations
- and changes are incorporated into them.
- In consultation with your team colleagues and line manager, you also coordinate all issues
Main Activities
1. Cash handling
- Maintain a cash point including adherence to guidelines and usage of proper formats
- Ensure that all cash bookings on the system are done according to GIZ policy.
- Ensure that all cash vouchers and any other relevant documents are signed.
- Send cash closings documents to the GIZ country office according to schedule.
- Ensure that cash is continuously available and request petty cash replenishment when necessary.
- Ensure that cash is always deposited in a safe manner.
- Ensure correct disbursement of workshop payments
2. Payments
- Ensure and follow-up that all pre-paid advance payments are settled in a timely manner.
- Ensure that payments are affected in a timely manner.
3. Travel and related expenses
- Pay per diem in local currency and GIZ national staff in line with GIZ rules and regulations.
- Prepare travel settlement for staff through concur system
4. General Duties
- Deputizes Finance Officers
- Immediately report all problems involving finance and regulations to Finance Officer.
- Assists the Finance Team as assigned by the supervisor.
5. Other Duties/Additional Tasks
- Assists in and/or carries out other activities and tasks, as assigned
Competences:
- Excellent command of MS-Office
- Good command of English
- Thorough knowledge of GIZ instruments and procedures
- High degree of initiative, efficiency, team-working, integrity and accountability
- Attention to detail and accuracy
- Ability to work under pressure and patience
Qualifications and Experience:
- Diploma in Accounting or Financial Management or a related field
- Experience with IT-based accounting programs
- Minimum of 2-3 years’ work experience in a similar domain
- Previous experience in GIZ finance unit preferable
- Experience of working in a fast-paced environment
