Job Description
The Life & Peace Institute (LPI) is seeking a qualified consultant to undertake a research and analytical study on the connections, complementarity, and gaps among key policies, frameworks, and agreements shaping borderland governance in the Horn of Africa.
The study will examine regional, continental, and national instruments related to cross-border trade, mobility, peacebuilding, regional integration, and border governance, including frameworks such as the African Continental Free Trade Area (AfCFTA), the African Union Border Governance Strategy, the Niamey Convention, and IGAD initiatives.
Focusing on borderland areas across the Karamoja and Moyale clusters, the research will assess how these frameworks interact in practice, identify opportunities and challenges for harmonisation, and analyse their implications for peacebuilding, resilience, inclusion, and regional cooperation. Particular attention will be given to gender, intersectionality, and the needs of pastoralists, women, youth, and persons with disabilities.
Applicants should have demonstrated expertise in regional integration, border governance, cross-border trade, peacebuilding, and policy analysis in the Horn of Africa, alongside strong research, analytical, and writing skills.
