Job Description
Hanns R. Neumann Stiftung–Ethiopia (HRNS-ETH) invites qualified and experienced individual consultants or consulting firms to submit technical and financial proposals for conducting a Terminal Evaluation of the EU-funded DeSIRA project entitled:
“Supporting Sustainable Coffee Production and Conservation of Forest Ecosystems through Climate-Relevant and Integrated Landscape Management of the Yayu Coffee Forest Biosphere Reserve”
The project has been jointly implemented by HRNS-ETH and consortium partners from August 2021 to September 2025 in selected woredas of Oromia Region. HRNS-ETH now seeks an independent external consultant to evaluate the project’s relevance, efficiency, effectiveness, impact, sustainability, coherence, and EU added value, in line with the approved logframe and EU evaluation standards.
Scope of the Assignment
The Terminal Evaluation will assess:
- Achievement of project outcomes and objectives
- Effectiveness and efficiency of implementation
- Impact on livelihoods, forest conservation, and climate resilience
- Sustainability and local ownership
- Coordination, coherence, and EU added value
The evaluation will involve desk review, fieldwork, key informant interviews, focus group discussions, and validation workshops.

Requirements for Bidders
- Valid business license for the supply of consultancy services or related professional services
- Taxpayer Identification Number (TIN) and VAT registration
- Proven track record in conducting similar evaluations or consultancy assignments
Submission Requirements
Each submission should include:
- Technical Proposal
- Financial Proposal (in ETB)
- Company/Consultant profile and CV(s)
- Samples of previous similar assignments
- At least three professional references
Only proposals scoring 70% and above in the technical evaluation will proceed to financial evaluation. Final selection will be based on 70% technical and 30% financial weighting.
Submission Guidelines
- All bids must be sealed and clearly marked with the title of the consultancy
- Proposals must include:
- Detailed methodology and work plan
- Financial offer inclusive of all applicable taxes
- Proposed delivery timeline

How to Apply
Interested consultants or firms must demonstrate:
- Relevant postgraduate qualification in development-related fields
- Proven experience in evaluating EU-funded and/or DeSIRA projects
- Strong knowledge of integrated landscape management, environment, and livelihoods
- Experience with mixed evaluation methodologies
