01. Monitoring and Evaluation Officer

POSITION OVERVIEW:
This position reports to the Program and Development Manager/Director at the hospital directly and MELD Director indirectly. This role will directly support hospital-level MELD strategy, data quality systems, and performance reporting aligned with network standards. They will also ensure completeness, accuracy, and timeliness of all hospital data entered into EMR and reporting systems. This role will manage indicator tracking, KPI development, and dashboard utilization for decision-making.
Approximately 50% of the M&E officer’s time will support hospital data-related projects and needs while the other 50% will support the Network MELD team.
ESSENTIAL DUTIES:
Data Management and Data Quality Improvement
- Support the collection of all patient-related data and manage data in the electronic medical record, metabase, and other platforms
- Assess and ensure departments’ compliance with Quality Assurance data assessments
- Develop plans for data quality improvement and work with heads of various departments to strategize implementation
- Conduct data analysis and interpretation to generate visuals of data that are useful and insightful for hospital leadership
Designing & Administering M&E Systems and Tools
- Support the design, refinement, and implementation of hospital-level M&E tools, dashboards, and data quality systems aligned with network standards.
- Train and mentor other departments on data quality procedures, dashboards, and indicator tracking.
- Oversee dataset preparation, validation, and structured data cleaning to ensure accuracy and usability for analysis.
- Coordinate patient-reported outcome tools, including testing, rollout, analysis, and presentation of findings for quality improvement.
- Continuously assess and strengthen monitoring, inspection, and evaluation processes to improve hospital performance measurement and decision-making.
Communication and Accountability:
- Disseminate results & lessons learnt from various interventions to all relevant stakeholders, including submission of reports as scheduled.
- Monitor service delivery in various points of care and identify any operational challenges that require policy intervention.
- Suggest strategies to the Network MELD Director and hospital leadership for improving the efficiency and effectiveness of the hospital and MELD operations

EDUCATION/EXPERIENCE REQUIREMENTS:
- BSc Degree in Public Health, statistics and any other related fields from recognized University
- 5+ years’ experience in healthcare data, monitoring & evaluation, or hospital performance improvement
KNOWLEDGE, SKILLS & ABILITIES:
- Organizes and accurately completes multiple tasks by establishing priorities while taking into consideration special assignments, frequent interruptions, deadlines, available resources, and multiple reporting relationships
- Plans, coordinates, and organizes workload while remaining aware of changing priorities and competing deadlines
- Establishes, builds, and maintains effective working relationships with staff and clients to facilitate the provision of support, Knowledge Management, and Learning
- Ability to lead the implementation of new systems, and affect staff behavioral/ attitudinal change
