Job Description
DEC is a National CSO established in 2007 and re-registered in May 2019, as per the new Authority for CSO Proclamation by the Ethiopian government, bearing registration number 0009. The organization has five major programs: Child Well-being and Education Development, Gender and Life Skill Development, Employable Skills Development, Advocacy, and Humanitarian Emergency Programs. DEC actively works in seven National Regional States and one city administration of Ethiopia, namely Amhara, Afar, Oromia, Tigray, South West Ethiopia, Gambela, Benishangul Gumuz, and Addis Ababa City Administration. DEC would like to recruit for the following positions:
Position: MEAL Officer- shelter construction
Duty station: Addis Ababa
Duration: One-year contract
Required number: one
1. Job Summary
The MEAL Officer will be responsible for the Monitoring, Evaluation, Accountability, and Learning (MEAL) components of shelter construction and other activities. The role ensures that projects are implemented with high quality, within agreed timelines, accountability to affected populations, and donor compliance
2. Key Responsibilities
- The MEAL Officer will establish and manage monitoring systems
- Track progress and results, promote accountability to affected populations through feedback and complaints mechanisms/ Establish and manage Complaints and Feedback Mechanisms (CFM) at shelter sites.
- Support learning by documenting best practices and lessons learned to improve program performance and impact
- Develop and implement MEAL plans for shelter construction
- Monitor construction progress against work plans, BOQs, and technical standards.
- Conduct regular site visits and use shelter quality checklists.
- Track contractor performance and construction milestone
- Conduct or support baseline, midline, and end line assessments.
- Measure outcomes related to shelter adequacy, safety, durability, and occupancy.
- Ensure communities are informed about entitlements, targeting criteria, and PSEA reporting channels.
- Track, analyze, and ensure timely resolution of complaints.
- Analyze MEAL data and prepare weekly, monthly, and donor reports.
- Document lessons learned, best practices, success story and challenges.
- Integrate protection mainstreaming and survivor-centered PSEA principles into MEAL activities.
- Ensure data collection respects confidentiality and do-no-harm principles.
About You
3. Required Qualification
- Bachelor’s degree in civil Engineering, architectural engineering, or related field.
Experience
- Minimum 3 years of relevant MEAL experience.
- Prior experience in shelter, construction, infrastructure, or emergency response projects is strongly preferred.
- Experience working with refugees or IDPs is an asset.
4. Required skills and competencies
- Strong understanding of Sphere Shelter Standards and humanitarian accountability.
- Experience with data collection tools (Kobo, ODK, and Excel).
- Strong analytical, reporting, and presentation skills.
- Ability to conduct fieldwork in remote and challenging environments.
- Excellent communication and coordination skills.
- High level of integrity, neutrality, and attention to detail.
5. Language requirements
- Fluency in English (written and spoken) is required.
- Knowledge of Amharic and local languages (e.g., Nuer and Aynuwak) is an advantage.
