Reporting to: Program Coordinator
Contract Duration: 6 months (with possibility of extension)
Position Summary
Health Poverty Action (HPA) is implementing a project in Addis Ababa that aims to improve the wellbeing of people living with Type 1 Diabetes (T1D) through capacity building, awareness creation, and strengthened economic opportunities.
Under the direction of the Program Coordinator, the Project Officer will lead the planning, implementation, and day-to-day management of project activities. The officer will coordinate community-based interventions, facilitate livelihood and awareness initiatives, ensure timely reporting, and maintain strong collaboration with internal teams, project participants, and external partners.
Beyond the specific T1D project, the Project Officer will also contribute to HPA Ethiopia’s broader livelihoods and economic empowerment portfolio, supporting the design and implementation of ongoing and future initiatives that promote sustainable income generation and resilience among target communities. He/ She will also provide assistance on Measles RDT deployment project to provide a technical input and project support with regards costing and economic analysis.
Major Roles and Responsibilities
1. Project Implementation and Coordination
- Lead the planning and execution of the Type 1 Diabetes project in Addis Ababa in alignment with project goals, donor requirements, and HPA policies.
- Prepare detailed implementation and procurement plans, budgets, and resource schedules; ensure timely communication with the line manager.
- Identify and engage eligible project participants in collaboration with communities, associations, and relevant institutions.
- Facilitate training and capacity building for diabetes associations, youth, and caregivers on disease management, advocacy, and income-generating skills.
- Ensure project interventions mainstream gender, safeguarding, accountability, and environmental sustainability considerations.
- Coordinate closely with health facilities, diabetes associations, and relevant government structures for smooth implementation and referral linkage.
- Prepare and share regular work plans, task lists, and progress updates with the program team.
2. Livelihoods and Economic Empowerment
- Support the design and implementation of livelihood and income-generating activities (IGAs) for project participants and other HPA programs.
- Provide technical guidance on business development, cooperative strengthening, and market linkages.
- Work with finance and MEAL teams to track IGA progress, sustainability, and lessons learned.
- Contribute to assessments, feasibility studies, and value-chain analyses related to livelihood opportunities.
- Support documentation of innovative economic empowerment approaches to inform future projects.
- Collaborate with external partners, including microfinance institutions and private sector actors, to expand opportunities for beneficiaries.
3. Monitoring, Evaluation, and Reporting
- Work closely with MEAL staff to develop and implement activity monitoring frameworks and data collection tools.
- Participate in baseline, midline, and endline assessments and contribute to analysis and learning.
- Document lessons learned, best practices, and success stories for internal and external dissemination.
- Prepare high-quality activity and progress reports (weekly, monthly, quarterly, and annual) as required.
- Support compliance with donor and HPA reporting standards.
4. Coordination and Partnership Management
- Maintain effective relationships with key stakeholders, including government offices, health facilities, CSOs, private sector partners, and diabetes associations.
- Represent HPA at relevant meetings, workshops, and coordination platforms.
- Support knowledge exchange and collaboration across HPA’s projects and thematic areas.
- Ensure proper communication and coordination with HPA Finance, Logistics, and MEAL teams for timely and compliant activity implementation.
5. Financial and Administrative Responsibilities
- Prepare and submit financial requests, advances, and liquidation documents in line with HPA’s financial procedures.
- Support budget monitoring and ensure expenditures are aligned with approved plans.
- Ensure accurate documentation and filing of all financial and administrative records.
6. Other Duties
Perform other relevant duties as assigned by the line manager, including supporting emerging HPA livelihood and public health initiatives within the country office
TERMS AND CONDITIONS
Salary: Monthly gross salary range of USD 500-660 (inclusive of 11% pension contribution and 4% provident fund) based on the candidate’s competency and experience.
Hours: Full time.
Holidays: 14 days per year pro rata.
Location: The position is based in the HPA Country Office, Addis Ababa, and may require occasional travel to other project sites as needed by the line manager.

Competencies
Education:
- MSc/BSc Degree in Public Health, Business, Economics, Agriculture, or other related social science fields.
Experience and Skills:
- Minimum of 3 years in program coordination, livelihoods, or economic empowerment projects.
- Proven experience working with I/NGOs or community-based programs.
- Proven Experience on economic empowerment and health blended programs is mandatory.
- Prior Health program implementation is highly desirable
- Practical Knowledge of Ethiopian health system
- Strong knowledge of livelihood programming, small enterprise development, and community mobilization.
- Excellent planning, implementation, and reporting skills.
- Strong communication, facilitation, and stakeholder engagement skills.
- Proficient in Microsoft Office (Word, Excel, PowerPoint) and data management tools.
- Ability to multitask and adapt to a fast-paced, collaborative work environment.
Language:
- Proficient in spoken and written English.
- Knowledge of local language is highly desirable
