Role purpose

The Data Systems and Statistical Analyst will provide the technical data management, database review, and statistical support required for the 2026 Program Outcomes Assessment Partner Data Quality Assessment. The role will focus on reviewing partner datasets and extracts, checking structure and integrity of databases, identifying duplicates, assessing completeness of key fields, testing internal consistency of records, producing summary statistics, and supporting secure handling of data received from partners.

The role is intended for a person with strong data systems and analytical capability who can convert raw partner data into evidence for the DQA process. The post holder will work closely with the Data Quality Assessment and Verification Officer to ensure that findings are both technically sound and operationally meaningful.

Key responsibilities

  • Receive, log, clean, and securely store partner datasets and supporting files in line with project data management protocols.
  • Review dataset structure, variable naming, coding, and formatting against the approved DQA tool and reporting requirements.
  • Assess the presence and quality of unique identifiers and identify duplicate or potentially duplicate records.
  • Run data quality checks on core variables including age/date of birth, sex, location, participation dates, intervention type, delivery pathway, transition pathway, and contact details.
  • Calculate completeness rates, duplicate rates, and proportions required by the checklist.
  • Conduct internal consistency checks between classifications, dates, identifiers, and related fields.
  • Compare partner database counts with reported counts submitted through Fluxx or other reporting channels and flag discrepancies.
  • Prepare partner-specific data quality tables, summaries, and technical notes for the DQA team.
  • Support the review of consent-related variables and documentation registers where these are available in digital form.
  • Maintain version control, reproducible syntax, and clear audit trails for all data processing steps.
  • Contribute to data visualization, dashboards, or summary templates used for internal review and reporting.
  • Support sampling or record selection for follow-up verification where required.
  • Advise the team on database limitations that affect outcome and impact monitoring readiness.
  • Ensure secure management, anonymization where necessary, and proper archival of sensitive data.

Education

  • Bachelor’s degree in Statistics, Biostatistics, Computer Science, Information Systems, Data Science, Economics, Mathematics, or a related field. A postgraduate qualification is an advantage.

Experience

  • At least 4 years of relevant experience in data management, statistical analysis, database review, MIS support, or data quality analysis.
  • Demonstrated experience working with large administrative or partner datasets.
  • Experience in data cleaning, validation, deduplication, and analytical reporting.
  • Experience supporting evaluations, DQAs, audits, or program monitoring systems in development programs.

Skills and competencies

  • Strong command of Excel and at least one statistical or data management package such as Stata, R, SPSS, Python, or SQL.
  • Ability to detect structural issues in datasets, including poor coding, missing identifiers, inconsistent classifications, and invalid values.
  • Good understanding of how reporting systems, databases, and field processes interact.
  • Strong documentation skills, including code annotation, cleaning logs, and technical summaries.
  • Ability to translate technical findings into practical issues that non-technical teams can understand.
  • Strong attention to detail and commitment to data confidentiality and quality assurance.
  • Strong written and spoken English.

Preferred attributes

  • Experience with CommCare, Kobo, DHIS2, Power BI, or donor reporting systems.
  • Experience reviewing partner MIS or CRM systems.
  • Understanding of responsible data, privacy, and data protection requirements in East African contexts.
