Job Overview

The Program Coordinator will be responsible for overseeing the management of the project at zonal level and providing operational and technical support to program officers, supervisors, ASR and ALP facilitators. S/he is also responsible for project inputs, in consultation with the Program Manager, to support program strategy, external representation and coordination with the project partners. The purpose of this position is to coordinate the implementation of the Education in Emergencies (EiE) project and to ensure quality and timely implementation of all planned activities, in line with the given budget. The Program Coordinator will coordinate all program activities and ensure quality, effectiveness and efficiency of I1D work. S/he will also facilitate coordination with the partner, conduct field visit and make necessary changes in consultation with the program manager. He/she works closely with local partners.

Major Duties and Responsibilities

1.      Work for Overall organizational development

Ø  Comply with Imagine 1 Day policies and practices with respect to Safeguarding, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

Ø  Be innovative in practicing organizational policies, rules and guidelines in order to achieve the intended Imagine 1 Day’s vision, goal, and mission.

Ø  Organize experiences that can help as basis for project proposals in education sector

Ø  Take appropriate, coordinated, and consistent actions to handle situations of personal risks and risks for others.

2.      Project Implementation

Ø  Conduct back to school campaign jointly with children, PTAs, and the entire crises affected people.

Ø  Carry out field-based needs assessments and gap analyses and communicated through proper channel.

Ø  Support the project field staff in the preparation review and periodic revision of their detailed implementation plans (DIPs) and management.

Ø  Monitor the implementation progress of the project by means of provincial field visits and periodic meetings with local stakeholders.

Ø  Work with the provincial based project team for the implementation of monthly targets; weekly work plans; database management; regular reviews of target indicators; and the processing of status updates from field staff.

Ø   Work closely with Education Program Manager

Ø  Fully responsible for the project implementation at zonal level and in preparation and to participate in meetings with key stakeholders’ meetings.

Ø  Ensure project management approaches following I1d standards and ethical principle.

Ø  Monitor the implementation performance of program officers, ASR facilitators and ALP teachers.

Ø  Work to rehabilitate the existing structures of schools and if needed to establish TLS/Temporary learning spaces.

Ø  Support learning spaces to have a functioning school-management committee and/or parent-teacher association (50%female)

Ø  Assure every project activity is implemented in a manner of inclusiveness for people with disability

Ø  Ensure timely and accurate reports are provided to Education Program Manager.

Ø  Support the project staff so that they comply with all relevant Imagine 1 Day policies and procedures regarding child protection and child safeguarding for the maximum protection of children.

Ø  Implement the project interventions and apply the knowledge in a way to Do Not Harm

Ø  Ensure that activities are appropriately planned and that delays and constraints are documented on a timely basis and that solutions identified and challenges beyond them are escalated to the program Manager.

3.      Capacity development:

 Ø  Identify training needs and develop a capacity building strategy. Based on the defined strategy, deliver initial and refresher training for ASR facilitators, ALP facilitators, host community teachers, school leaders and students’ parent

Ø  Prepare a ToR for every training and submit to Regional Education Program Manger for further approvals and works accordingly.

Ø  Support the on-going capacity building for ASR/ALP professional trainings, gender and PSEA, MHPSS, Community leaders, and other trainings stated on the PD.

Ø  Facilitate for training manual Preparation both in English and Tigrigna languages.

Ø  Prepare, publish and distribute education related leaflets, posters and handbooks for targeted primary schools and stakeholders

Ø  Monitor the quality of training delivery via different dimensions

Ø  Work for continuous scale up of the training in each site

Ø  Measure the impact of each training for sustainable project outcomes

Ø  With guidance from the program Manager, strategically plan staffing needs to implement the program, and training of new staff as required especially for officers, Facilitators, PTSAs, Supervisors and others as required.

Ø  Facilitate training for staff according to identified and prioritized needs.

Ø  Give constructive feedback to team members especially the direct reports in order enhance capabilities and responsibilities of the team.

Ø  Work to ensure that the workplace is inclusive, and the talents of individuals are guided to achieve synergies and individuals and organizational success.

4.      Partnership Development:

Ø  Work with Camp coordinators and assure every structure created in the camp is appropriate to education in emergency issues

Ø  Coordinate and oversee working relationships with all local project stakeholders and serve as the liaison between them and the project team to mobilize local actors and promote project activities and impact.

Ø  Coordinate and working closely with the zonal and wereda Education Office to plan and implement teaching quality activities.

Ø  Coordinate with other humanitarian partners and local authorities in the target areas, as relevant for the effective and efficient implementation of the EiE project and attend clusters and working groups, sub-clusters and task forces

Ø  Coordinate and provide support for the zonal and Wereda education office for effective implementation of education in emergency interventions at Woreda and site level.

Ø  Participate at zonal level of meetings by representing imagine 1 Day

Ø  Mobilize and support community-based structures including PTSA

Ø  Promote for the goodwill of Imagine 1Day guided by our core values, culture and leadership

Ø  Engage and take responsibility of mobilizing concerned participants for project joint monitoring and evaluation as per of the implementation plan

Ø  Participate in safety audit programs, and do for further quality project implementation as per of the feedbacks

Ø  Participate in different project wise consultative workshops and review meetings.

Ø  Invests time and energy to actively develop self and others to help realize their full potential, and to build the organization’s capability for the future.

Ø  Act as primary focal point for the partner, ensuring that all partner activities are supported, implemented and monitored effectively to achieve the project goals

Ø  Facilitate regular meetings with the implementing partner to ensure all activities are well planned and coordinated

Ø  Work together with all respective partners

5.      Financial and Supply management

Ø  Assure wise utilization of project budget as of the targeted activity

Ø  follow-up the distribution of teaching/learning and curricula materials as per organizational distribution template (e.g. syllabi, textbooks, and teachers’ guides) to school’s/learning spaces and communicate their status as per the beneficiaries.

Ø  Follow up the distribution of supportive learning devices/materials for children living with disabilities at the crisis time

Ø  Follow up distribution of teaching and learning materials (TLM), Furniture’s, COVID, 19 supplies, ASR and ALP recreational supplies as per organizational distribution template for crisis affected ASR, ALP and host communities’ children

Ø  Plan and follow up the distribution of hygiene promotion supplies as per organizational distribution template for school’s/learning environments to support safe operation of learning programs

Ø  Develop weekly transportation and supervision checklists and reports in advance of the trips and report back to the program manager.

Ø  Assure scholastic and other materials are delivered to students and teachers, and assure the supply distribution list is well documented

Ø  Assure the quality distribution of scholastic and other supplies

6.      Participate in Human Resource Management Activities

  •  Participate in recruiting of program officers, ASR and ALP facilitators
  •  Participate and consult HR team in Measuring the performance of Program Officers as per of Imagine 1Day’s performance measuring tool/ (score card template)
  • Assure the implementation of Imagine 1Day’s policy and work discipline of every staff that comprises child safe guarding and child protection code of conduct policy, harassment policy, PSEA policy, criminal background check policy, crises management and incidence procedure policy, and others
  •  Measure the performance of officers and facilitators, and Participate and guide their subordinates to measure the performance (score card) of their staff including at a time of prohibition period
  • Create a good team spirit, with appropriate provision for having successor.

7.      Monitoring and Evaluation

Ø  Monitoring the project interventions on regular basis and find out the gaps sharing the gaps with the staff and make a proper action plan.

Ø  Ensure that project is on track in sense of indicators and immediate outcomes.
Share the findings in the forms of monitoring reports

Ø  Working closely with MEAL team, Develop M&E plan, and conduct a periodic and an ad hoc M&E in each target area for every activity

Ø  Coordinate base line/need assessment, and post implementation assessments

Ø  Identify best practices and needs of development, and find out a corrective measure for better improvement on the gaps

Ø  Circulate formal feedbacks of field visits, and discussion results

Ø  Lead project coordination meeting with relevant team members (program officers, ALP/ASR facilitators, supervisors and wereda education representatives) to monitor the progress, identifying actions and adapting the work plans on bi-weekly/ monthly basis.

Ø  Support drafting and finalization of the MEAL deliverables (Monthly report. MEAL plans, baseline & end line reports, jointly with MEAL team.)

Ø  Conduct regular field monitoring visits according to requirements and plans, ensure quality of project reporting and flag any concerns to the Program Manager.

Ø  Support the Officers and the data management staff to ensure that the project has reliable, verifiable and timely data.

Ø  Ensure accountability systems are in place, accessible, and that feedback is responded to

8.      Reporting and communication

 Ø  Report project baseline and end line assessment results based on the donors and partner’s requirements.

Ø  Report 5Wmatrix, 4 W matrix, Weekly situational reports, narrative reports on monthly, quarterly, biannual and annual basis as per donors and partner’s requirements.

Ø  Analyze implementation challenges and report any inconsistencies and/or gaps to inform adjustments to plans and implementation schedules.

Ø  Monitor and report on results of capacity building efforts.

Job Requirements

1.      University degree/master at an advanced level in the field of Educational Planning & managements, educational leadership, educational Psychology, Sociology, Social Work, Psychology, Social Anthropology, Community Development, Development Studies and related fields.

2.      Extensive work experience relevant to Education and child protection in both development and emergencies may be considered as a replacement for formal qualifications for an advanced level;

3.      At least 5 years progressively responsible humanitarian and development work experience in Education & child protection and gender-based violence projects /program coordination including in emergencies.

4.      Previous experience of at least three years   in Education & child protection program coordination in international /national NGO, UN agency.

5.      Familiarity and experience working with government counterparts.

6.      Strong knowledge and experience in establishing child protection coordination architecture especially at

8.      Qualitative and Quantitively Report writing, communication    and Presentation skill.

9.      Strong skill and Passion of supporting and supervision education Program offices, field staff with creating strong team with transformational leadership mindset.

10.   Proficient in using Microsoft offices, Words, Power Point, xl, Microsoft out looks, internet.

11.   Excellent communication skills in the local language, English. And Amharic.
