INTRODUCTION

 Oromia Development Association (ODA) is going to implement a project entitled “USAID Healthy Behaviors Activity”  which is being managed by  FHI360.   ODA is one of the local implementing partner (LIP) in selected clusters of Oromia region. The USAID Healthy Behaviors Activity seeks to increase sustained uptake of a range of priority behaviors. ODA’s work through the USAID Healthy Behaviors Activity contributes to meeting family planning needs and improving maternal and child health. The activity particularly supports women and girls, young people, and other vulnerable populations seeking health care services, in an effort to address gender and social inequities.

2.  Mode & Terms of Employment :  fixed Term full time employment contract for one year with a possibility of extension

3.  Place of Work ;   This position is based in Jimma or S/W/ Shoa with regular travel to zones and woredas for technical support, monitoring and capacity building and coordination.

4.  Duties & Responsibilities

ü  Role Purpose: 

 ·    The Zonal/ Cluster Social Behavior Change (SBC) MEL Officer will lead the SBC team and spearhead the overall Monitoring Evaluation and Learning process at cluster level to ensure SBC contributes to The USAID Healthy Behavior Activity intermediate results in alignment with the approved work plan and in collaboration with the program team; this includes providing technical direction and oversight to all M&E related SBC components of the activity.  He/she is primarily responsible for collecting, analyzing and reporting of collected data and strengthening zonal and woreda SBC team in relation to M&E activities. The zonal MEL officer will be accountable for, identifying best practices, and documenting lesson learned and impact at cluster level in coordination with zonal coordinator.

·     S/he represents the M&E activity externally with partners and relevant government sectors at zonal/cluster level to ensure the activities SBC approach is in line with and supports priorities. S/he provides technical support to the woreda SBC coordinators in the area of data collection, Analysis and Reporting for community-based SBC activities. The Zonal MEL Officer is also responsible to provide MEL technical assistance to government health sector partners in the zones assigned and serve as focal person to facilitate MEL tasks.

ü  Key Areas of Accountability

·   Collect data from woreda activity offices and  health offices and share with his/her supervisor

·    Conduct supportive supervision and monitor woreda implementation, document best practices.

·    Provide onsite mentoring and coaching support to woreda SBC activities and woreda health offices on the use of the tools developed to track project progresses, data utilizations and on time reporting.

·    Review and ensure the quality of data collected from field

·    Capacity development, planning, monitoring and evaluation and reporting of the Activity

·    Provide technically support woredas  on best practice and lesson learnt documentation

·    Closely work with the ODA MEL central team on MEL aspects of the organization as appropriate.

·   Prepare a timely periodic activity reports (weekly updates and quarterly reports) by compiling input from zonal and woreda implementation team.

Job Requirements

. Educational qualification, experience & skills Requirements

ü  Qualification and Experience

·      At least BA/BSC or Master’s Degree in Public Health, Sociology, Psychology, Behavioral Sciences, Statistics, epidemiology or related fields

·     At least six years of related experiences in BA/BSc degree or three years in MA degree

·    Excellent spoken and written in English, A/Oromo and Amharic

·   Excellent computer skills (particularly Microsoft Office) and internet skills

·     Willingness to travel and work with rural communities

·   The duties and responsibilities as set out above are not exhaustive and the role holder may be required to carry out additional duties within reasonableness of their level of skills and experience.

ü  Knowledge, Skills & behavior

·    Good technical skills in the areas of MEL, including system establishment and maintenance

·    Knowledge on ongoing and emerging issues in relation to Public Health and social and behavioral change

·    Strong M&E capacity building skills

·         Well-developed written and oral communication skills in English, A/Oromo and Amharic.

·   Willingness to travel to the field regularly

·    Support the design of appropriate monitoring and evaluation tools for SBC activities in collaboration with other program staff, partners and stakeholders, including setting clear performance targets and identifying expected results

·  Work with other teams to monitor and evaluate the impact of the SBC strategy
