BACKGROUND:

The International Rescue Committee, one of the world’s largest humanitarian international NGOs, provides relief, rehabilitation, and development support to vulnerable people and communities over 30 countries. We began work in Ethiopia in 2000 in response to severe drought in Ethiopia’s Somali region and are currently providing assistance to Ethiopians and refugees in six regions in Ethiopia, implementing emergency and development programs in health, water and sanitation, economic recovery and development (ERD), women’s protection and empowerment, education, child protection, and multi-sectoral emergency response.

Job Overview: Under direct supervision of the ERR Manager, the WTO is responsible for overall management of programs and operation in under Adama Field office. Ensuring IRC’s goal and programs’ objectives are met. Lead project Plaining, Design, Implementation, Monitoring and Evaluation processes. Develop standardized proposal and report. Ensuring safety and security of IRC’s staff, image, and assets. S/He provides supervision and direction to the assigned site office, with an emphasis on coaching and mentoring the staff to build their capacity. Manages their performance as per IRC’s Performance Management Plan guideline. Ensures high level representation in various forums and maintains IRC’s interest

Major Responsibilities:

  • Serve as main technical focal point for activities related to troubleshooting, operation, and maintenance of electro-mechanical parts (pumps, generators, Solar systems) of water supply systems of Ade hara Haga Kebele host community and other IRC Adama ERR operations sites.
  • Identify gaps & plan for onsite training to build the capacity of the Assistant Water Technician Officers, Plumbers, and operators in Dawe Kechen woreda in consultation with the EH Manger and Water Technician Manager.
  • Ensures that all generators, pumps, Solar System and fittings at production and distribution systems, tap stands, water storage tanks have enough back up easily moved parts.
  • Prepare detail specification including item description, part, and quantity of spare parts necessary to fix identified problems on electro-mechanical parts (pumps, generator set, Solar System control panels, etc) of water supply schemes.
  • Identify & ensure the procurement of tools and equipment’s required towards operation & maintenance of the water supply systems including generators, pumps, Solar System and control panel for pumps.
  • Prepare & put in place monitoring plan for the operation & servicing of the generators, Solar System and pumps.
  • Keep records of fuel consumption, generator working hours and electromechanical equipment’s performance indicators during the operation and maintenance phase and report to the EH Manager and Water Technician Manager.
  • Organize and deliver trainings on operation and maintenance of electro-mechanical parts to operators, plumbers, and Assistant Water Technicians Officers.
  • Provide the necessary technical support to WMCs, operators, plumbers and technicians in operation and maintenance of their water supply schemes.
  • Prepare, weekly and monthly progress reports and keep the supervisor informed of the maintenance and/or installation of electro-mechanical parts.
  • Visit the generators and pump on daily bases and provide guidance and advise for the operators and maintenance team of Woreda and Kebele (WASCHO).
  • Install generators, Solar System, and pumps in the water supply systems.
  • Assist the EH Manager in project proposal development and quarter and annual reporting regarding to electromechanical operation activities.
  • Monitoring water quality to ensure it meets federal and state standards, collecting samples, and conducting tests
  • Conduct on the assessment of electromechanical problem at Woreda and Zone level based on the assignment given by Organization at any time.

Job Requirements

Educational Requirements:

  • BSc Degree or Diploma from known University in Electricity, Electromechanical, Auto-mechanics or related fields and have excellent experience in surface water management and paratactical experience on electromechanical and water technician

Preferred experience & skills:

  • Minimum with at least 2 years of relevant experience plus BSc degree and 5 years of relevant experience for diploma holders; NGO experience is plus.
  • Computer literate in word and excel.
  • Good writing and spoken skill in English.
  • Good interpersonal skill to work with a team.
  • Basic supervisory/managerial skills.
  • Technical and report writing skills
  • Excellent Experience in surface and submersible pump, Solar System operation and maintenance
  • Good skill of water treatment and distribution systems are complex, and technicians need to understand how to operate and maintain them.
  • Technical skills like problem-solving, critical thinking and attention to detail are important for water technicians to have

Language Skills: 

  • Good command spoken and written English, Afaan Oromoo and Amharic.
  • Knowledge of Afaan Oromo is Advantageous
  • Preference will be given to qualified female candidates.
