Job Description

I JOB SUMMARY:

The purpose of the Water Technician position is to assist the Water Engineer to undertake feasibility studies of rural water projects. She/he maintains inventory of materials of water projects and ensures delivery of materials to sites. Monitors and supervises all activities of the project in order to maintain high standards of workmanship and efficient use of materials and labor.

II RESPONSIBILITIES AND TASKS

Job Responsibility #1: Training and Technical Support

  • Assists the Water Engineer to assess proposed water development projects like protecting springs, shallow wells, irrigation canals to determine level of community commitments;
  • Assists the Water Engineer in conducting feasibility studies and preparing bill of quantity;
  • Assists community to select hand pump caretakers and supervises their training;
  • Trains local masons to improve their skills and to enable them to maintain water related structures;
  • Helps to undertake socio-economic surveys of communities;
  • Maintains an inventory of materials of water projects and ensures delivery of materials to sites.

% of time 45%

Job Responsibility# 2: Coordination and Networking

  • Assesses community’s ability and willingness to pay material costs of water development activities;
  • Encourages and helps mobilize the community to make a significant cash and physical contributions to the construction, maintenance and management of water schemes;
  • In cooperation with the extension agents, she/he forms water committees and helps to train them;
  • Works closely with extension agents, extension supervisors, masons and community leaders;
  • Actively encourages women to take part in water development activities especially in management role.

% of time 35%

Job Responsibility# 3: Supervision

  • Supervises the construction of spring protection schemes, shallow wells, cattle trough, washing labs, showers, and irrigation canals to ensure efficient use of materials and labor and ensures that high standards are maintained;
  • Supervises the community and EA in irrigation and water management and scientific crop production in favors of the target community;
  • Supervises installation of hand pumps.

% of Time : 10%

Job Responsibility# 4: Learning

  • Keeps up to date with developments in the sector, including best practice examples and ensure ongoing personal development and learning;
  • Documents and disseminates lessons learned at the field/site levels from water development projects like protecting springs, shallow wells, irrigation schemes to determine level of community empowerment;

% of Time : 5

Job Responsibility # 4 Performs other duties as assigned.

III PROBLEM SOLVING (Thinking Environment)

  • This position falls under category one level of problem solving.  What and how to do will be defined by the Water Engineer. This incumbent will carry out his/her assignment as per the guidance of the supervisor.

IV QUALIFICATIONS (KNOW HOW)

A) EDUCATION/TRAINING 

Required:

  • Diploma in Water Technology or equivalent combination of education and work experience.

Desired:

  • BSc in Water Engineering.

B) EXPERIENCE

Required:

  • 4 years for Diploma and 2 years for BSc in water works in rural area.

Desired:

  • Work experience in development-oriented NGO.

C) TECHNICAL SKILLS

Required:

  • Knowledge of construction of water development schemes in rural areas.
  • Knowledge and experience of small-scale irrigation schemes;
  • Good communication skills in English.
  • Firm belief in teamwork, gender equality, sensitivity to HIV/AIDS, participatory approach, and sustainable development.

Desired:

  • Auto CAD and other available Engineering software’s.

D) COMPETENCIES

IIV CONTACTS/KEY RELATIONSHIPS

  • The Water Technician is expected to establish and maintain good relations with Communities and counterpart government institutions, and other stakeholders. She/he will also work closely with the Construction Supervisor, Water Engineer, Extension Agents and other CARE Field Office staff.

V WORKING CONDITIONS AND LEVEL OF TRAVEL REQUIRED

  • The Water Technician is based in the field Office. However, she/he is expected to spend 80% of her/his time in rural areas.
