Job Description

BACKGROUND:

The International Rescue Committee, one of the world’s largest humanitarian international NGOs, provides relief, rehabilitation, and development support to vulnerable people and communities in over 40 countries. We began work in Ethiopia in 2000 in response to severe drought in Ethiopia’s Somali region and are currently helping Ethiopians and refugees in six regions in Ethiopia, implementing emergency and development programs in health, water and sanitation, economic recovery, and development (ERD), women’s protection and empowerment, education, child protection, and multi-sectoral emergency response.

The Assistant water technician is reported to Water technician  officer, to be responsible for installation & ensuring operation of submersible pumps and genets installed towards supply of safe water to the camp population and the position holder also accurate maintenance/service pumps, generator, pipe installations, training of O&M teams etc. on a timely manner.

Major Responsibilities:

Coordination and representation

Represent the IRC and Works closely with RRS and UNHCR for refugee setting and for local intervention Region, Zone/Woreda Water and Health Offices towards efficient and effective implementation of the project.

Ensures that all generators have enough back up easily moving parts for the genets in consultation with his supervisor.

Project implementation:

Serve as main technical focal point for activities related to troubleshooting, operation and maintenance of electro-mechanical parts (pumps, generators, control systems, etc—) and pipe installation of water supply systems of BGRS refugee camps and host community.

Prepare detailed specification including item description, part # and quantity of spare parts vital to fix identified problems of electro-mechanical parts (pumps, generator set, control panels, pipelines etc) of water supply schemes.

Identify & ensure the procurement of minor tools required towards operation & maintenance of the water supply systems including genets, control panel for pumps.

Monitoring & evaluation:

Properly supervise and confirm the quality and quantity of delivery of purchased spare parts and tools.

Ensure all the water system maintenance, installation and construction under the projects are of the highest quality standard and free of technical defects in at intervention camp or local community.

Maintain a regular system of project progress monitoring and evaluation.

Capacity building:

Coordinate and deliver training on operation and maintenance of electro-mechanical parts to operators and technicians selected from refugees and host comunity

In collaboration with other EH teams coordinate and facilitate different trainings for WASHCo, EHAs, Water caretaker, artesian and for government partners per the project scope.

Strategy:

Provide the vital technical support to WASHCo, operators and technicians in operation and maintenance of their water supply schemes.

Proposals:

  • Participate on needs assessments in the sector of water and sanitation, hygiene and health promotion when required.
  • Actively participate in preparation of proposals, especially log frame, technical description, and budget development and requesting.

 Human Resources / Staffing:

  •  Identify staffing needs and assist with recruitment when necessary.
  •  Support EH officer, Water technician officers and water system care takers with IRC performance reviews.
  •  Follow the IRC HR policy at working place.

Supply chain /Finance:

Liaise with IRC Administration, supply chain, and Finance Departments to ensure smooth operations and appropriate support to ensure smooth project implementation.

Raise and/or follow up on purchase requests, conduct equipment and materials inspections and ensure timely supply of materials to site.

Prepare utilization plan for inventories and work closely with collaborators on effective and efficient use of resources and old grants.

Reporting:

  • Prepare weekly and  monthly progress reports and keep the supervisor advised of the maintenance and/or installation of electro-mechanical parts.
  • Compile and share the material utilization report every  weeks for per site in the intervention woreda.
  •  Other duties as assigned by the supervisor.

Job Requirements

  •  Diploma plus certificate in Electromechanical or plumbing installation Technology from recognized institution,
  • Experience in surface, submersible and solar driven pumps and generators operation & maintenance is helpful.

Preferred experience & skills:

  • 2 years proven experience for Diploma or in operating and maintaining from big to small electromechanical equipment, servicing pump and generator, pipe installation work.
  • 0-year experience for degree holders.
  •  Strong and proven track record to prioritize and deliver on time.
  • Strong analytic problem-solving skills
  •  Demonstrated ability to work effectively with partners at all levels.
  • Ability to manage and work through change in a proactive and positive manner.
  • Certificates or Licenses:
  • Have received training or certificate on Plumbing and electromechanical preferred.
  • Preferred experience & skills:
  • NGO experience is a plus.
  • Proficient in spoken and written in English and Local languages.
  • Ability to work under pressure and meet tight deadline
