About ASDEPO:

Action for Social Development and Environmental Protection Organization (ASDEPO) is an Ethiopian indigenous, “Civil Society Organization” established in 2014. ASDEPO is mandated to operate in all regional states of the country and is engaged indifferent thematic program areas of intervention namely: Humanitarian Response, Education, Health/HIV and AIDS/RH, Women and Youth Economic Empowerment, Gender Based Violence and Child Protection, Migration/Human Trafficking, Water, Sanitation and Hygiene (Wash), NTD’s Climate Change, Agriculture, Environmental Protection and Training in Gambella, Oromiya, Amhara, Benishangul Gumuz, Afar, SNNPR and Somali Region.

Duties and Responsibility 

  • Ensure that technical quality and standards are considered during WASH project implementation
  • Ensure that WASH facility construction interventions are completed in line with project proposals, within a specified time, specifications, and bills of quantity(BOQs)
  • Responsible for the development of the work plan, recruitment plan, procurement plan, and phased budgets for your project.
  • In Monthly meetings with the FOM, provides up-to-date information on the progress of the projects and flags any concerns in a timely manner.
  • Manage all activities, resources, and assets for projects under his/her supervision
  • Identify critical issues that may hamper quality project implementation and take the necessary actions /communicate with supervisors as necessary
  • Prepare periodic reports on the implementation of project activities as per the requirements of ASDEPO, regional BOF, RHB and BWAE, and specific project donors
  • Ensure that strategies for phasing out are taken care of during implementation, and project closeouts are properly planned and executed
  • Facilitate and ensure the involvement of women and children as primary stakeholders in all projects work
  • Closely work with project team to assure implementation quality; mainstream/integrate cross-cutting issues in projects under supervision and monitor them as relevant.
  • Support business development opportunities in WASH sectors by providing costs for activities, providing inputs for design, and drafting proposal pieces as requested. Ensure lessons learned from projects under supervision are fed into new business development opportunities.
  • Serve as the key technical expert in WASH in the geographic location and contribute to knowledge sharing as well as capacity building of other staff as relevant.
  •  In consultation and coordination with the Communications and Campaigns team, develop /support the development of WASH-related communication materials and briefs as necessary
  • Drafting of an MOU with the relevant regional partners, follows up on the review and revision processes, as well as finalize and sign.
  • Support activities to improve organizational readiness with regard to responding to WASH emergencies in line with the national annual Humanitarian Prepares Plan and ASDEPO humanitarian goals.
  •  Be familiar with, adhere to, and implement the procedures and processes detailed in the Rules and Principles for humanitarian response
  • As needed, mount appropriate and timely responses to WASH emergency, consistent with established benchmarks, plans, and organizational policies
  • In collaboration with WASH project team, ensure the timely preparation and implementation of the phase-out strategy
  •  Liaises with the relevant sector offices at the location as it relates to the projects under supervision; represents the WASH  sectors within the location as necessary and upon delegation

Project Staff Management

  • Support in recruitment and orientation of project field staff as needed.
  • Direct program staff at field/duty station level.
  • Manage the project field staff, ensuring that they understand their tasks and expectations and are able to perform their tasks
  • Identify knowledge and skill gaps in staff and organize training/mentoring as necessary
  • Ensure a positive working environment and good team dynamics (solve potential conflicts and create good team spirit)
  • Conduct face-to-face development to performance assessments on a quarterly basis, motivate and promote staff based on continuous assessment results.
  • Work in coordination with the field office’s finance team to ensure stewardship of resources and appropriate budget management of projects
  • Ensure that partners finance planning and reports are in line with the project agreement and requirements from donors and governments; support partners as necessary to ensure proper financial management, utilization and reporting
  •  Prepares timely donor reports, including review and verification of both narrative and financial reports from partner implemented projects and confirmation of accuracy and consistency between narrative and financial reports.

Monitoring & evaluation

  • Undertake situation analysis of WASH issues in the location and establish baseline data for impact monitoring, as well as for use in for new business developments
  • Plan and conduct regular field visits and review meetings with government officials  to monitor the implementation of WASH interventions
  • Document implementation lessons, best practices and innovations for projects under supervision; and ensure that such information is fed into new business development.
  • Facilitate mid-term, terminal and other review and evaluation of projects through participatory process
  •  In coordination with MEAL staff, lead and coordinate the development of TORs and management of tasks, including rapid assessments, formal surveys, evaluations, and documentations, for projects under supervision as required
  • Facilitates visits for donors, members and others as necessary

 Partner management

  • In coordination and collaboration with the partners  team, ensure that proper assessment of financial, procurement, and other relevant operations system are conducted for each partner and issues are identified (for subsequent capacity building and monitoring)
  • Conduct regular monitoring visits, support partners at the project sites and prepare reports for documentation and follow-up actions
  •  Closely work with partners in the preparation of periodic and project completion reports
  • Support partners in preparing annual and quarterly project budgets and making budget revisions
  • In consultation with the Partnership Team, assess the capacity of partner organizations and develop capacity building plans to address the gaps; support the implementation of the plan and monitor and document changes.
  • Ensure that all relevant partnership documents are centrally maintained both in hard and electronic copies.
  • Representing ASDEPO at coordination and cluster meetings, and with local government, donors, UN and other NGOs;
  •  Work in close cooperation with regional, zonal, and woredas, Health and water, energy & mines offices in relation to the WASH activities.

General

  • Comply with ASDEPO policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
  • Perform other job-related duties as required.

Job Requirements

Qualification

  • MSc degree and 7 years and BSc degree and 9 years in Water Engineering, Project management or equivalent.
  • Recommended a minimum of 5 years’ experience in a corporate or NGO environment managing WASH  projects,
  • knowledge and understanding of the Ethiopian WASH  policy and strategies, as well as experience working with the partners  at national or sub-national levels
  • Highly developed interpersonal and communication skills including influencing, negotiation and coaching
  • Highly developed cultural awareness and ability to work well in an environment with people from diverse backgrounds and cultures.
  • Strong results orientation, with the ability to challenge existing mindsets.
  • Experience of working successfully with senior managers in other parts of own organization or partner organizations to deliver major change.
  • Experience of successfully implementing changes to processes to improve and monitor quality standards and impact achieved.
  • Experience of managing and shaping programmes to deliver greater efficiency and effectiveness, and of strengthening implementation of financial control processes
  • Solid budget management  skills and knowledge of key donor regulations
  • Experience of solving complex issues through analysis, definition of a clear way forward and ensuring buy in
  • Fluency in English and  Amharic languages required
