TEAM PURPOSE:

TThe Programmes Team will ensure that the programmes make the proper shift, with the quality needed to ensure a proper achievement of the Ethiopia Oxfam Country Strategy. As part of the programmes team, the whole team on the WASH Sector will ensure that the Goal 1 of the OCS is achieved with the required quality and timely. This team will work very close with the other departments like development/resilient, urban development, gender and protection team for ensuring the link between the long term and emergency response activities. The team will work strongly to improve the coordination effort among different likeminded organizations like INGOs, LNGOs, UN organizations and relevant government structure at all levels.

JOB PURPOSE:

To lead over all humanitarian WASH Emergency response work closely with internal and external stakeholders including government bureaus/offices at different levels in the given geographical levels and Oxfam program and support function teams including program quality and leaning team at Addis Ababa level.

To ensure the quality of project implementation by providing technical support to Oxfam and partner teams, build capacity of technical staffs based on identified clear gaps.

To support and strengthen the humanitarian programme team in conducting baseline assessments, monitoring ongoing projects and provide corrective measures, developing procurement plans, contribute to the development of evidence-based proposals and donor report writing

KEY RESPONSIBILITIES

Overall

  • Overall operational lead for the implementation of the humanitarian WASH component of the Emergency Response in Somali region and currently active programmes in Fafan and Jarar Zones.
  • Provide professional and technical leadership to the WASH team (including NGO and government partners) on basic WASH Emergency elements of Public Health Engineering and Public Health Promotion for programme planning and implementation.
  • Participate/Lead sectoral or multisectoral assessments relevant to the targeted geographic area Response.
  • Ensure that WASH project activities are planned and implemented on time in line with contractual obligations and accountable approaches with communities.
  • Ensure appropriate design, construction and implementation of WASH hardware is undertaken according to technical standards (SPHERE, Oxfam WASH Minimum standards);
  • Ensure WASH intervention are designed and implemented taking into consideration safeguarding, safe programming and protection concerns.
  • Ensure that all work is carried out in a way that is sensitive to community needs and gender and protection issues. In particular to promote the full and equal participation of women in all aspects of the work.
  • Undertake regular capacity need assessment of WASH team including partners and provide capacity development support.
  • Track and manage WASH contracts, particularly Civil works and coordinate closely with logistics unit so that contractual obligation and agreements are adhered to.
  • Collaboration and support logistics team for the timely procurement of WASH supplies and services.
  • Contribute and participate in donor reports and funding proposals.
  • Contribute to SitReps and other reports/write ups needed by the response.
  • Line manage staff in line with Oxfam policies, ensuring that they have the necessary induction, strategic guidance and management support.
  • Undertake other responsibilities as assigned by the line manager.

 

Technical Leadership

  • Coordinate Technical assessment of the existing and water infrastructures in the IDP sites/host communities and provide recommendations and lead implementation for improvement.
  • Lead and carry out innovative and inclusive design, BOQs & community led construction of durable sanitation and bathing facilities at household, community & institutions (e.g., schools, health posts etc) level in consultation with the women & men beneficiaries, other partners; Consideration of context and cultural aspect and active engagement of beneficiaries will be key.
  • Ensure robust planning and implementation of community-based PHP strategies and interventions with strong gender and protection considerations.

 

Team Management and Capacity Building

  • Lead and assist a team of national PHE and PHP professionals towards effective delivery of integrated WASH; this will include supporting recruitment, writing of job descriptions, work schedules, training plans and appraisals.
  • Build the capacity of Oxfam staff and partners through mentoring and coaching, on the job supervision and informal and formal training. Contribute to the joint facilitation of inter-agency training initiatives where appropriate.
  • Design, plan, implement and monitor the work; accountability and transparency are addressed.
  • Programme learning and reporting
  • Monitor and report regularly on progress and ensure that programme indicators related to all public health activities are set, measured, and used effectively
  • Act as focal point for liaison between the MEAL and WASH teams and ensure integration of MEAL into the WASH programme.
  • Document and disseminate good practice examples from programme development and implementation.

 

Coordination and Representation

  • Collaborate and support MEAL team to ensure improved programme quality and accountability.
  • Work closely with Regional Water Bureau and the Regional Health Bureau and their respective structural Offices to facilitate and coordinate effective delivery of WASH emergency response actions. This will include significant coordination and sharing of information with the respective Bureaus.
  • Represent Oxfam in technical coordination meetings such as the WASH Cluster, and with other technical agencies including government authorities, local, national, and international NGOs and UN agencies.; and ensure timely delivery of external reporting requirement at regional level (e.g. 4W)
  • Share good practice examples from Oxfam WASH programmes both internally and externally such as at inter-agency coordination meetings and contribute to Oxfam’s influencing efforts.
  • Ensure that wherever possible an empowering approach to working with communities is employed.
  • Ensure that all work is carried out in a way that is sensitive to community needs and gender, protection, and accessibility issues. In particular to promote the full and equal participation of women in all aspects of the work and to ensure that Oxfam’s Programme is an opportunity for peace-building, rather than community division.
  • Contribute to programme reviews and evaluations where appropriate.

SKILS, Experience, Knowledge & Competencies

Essential

  • MSc /BSc degree in Water supply Engineering, Hydraulic Engineering, Civil Engineering, Water Resource Engineering, sanitation/Environmental engineering, or any related discipline with an excellent technical understanding and demonstrated experience on WASH.
  • At least 10 years of solid practical experience as a WASH specialist at senior level and 3-5 years as a WASH TL/ Manager, working at field level in developing countries in various displacement settings.
  • Excellent technical knowledge of WASH standards and principles with demonstrated capacity to develop effective responses/modalities to identified WASH needs.
  • Excellent technical skills and practical experience of preparing technical drawing, designs, BOQs and estimates of water and sanitation infrastructure preferably in displacement settings. Particularly, technical skill and experience in designing of water supply systems (Ground water development, surface, Rainwater harvest,) and knowledge and experience in water facility construction and Sanitation facilities (BOQs, ToRs, water storage reservoirs, water points, Latrine construction).
  • Knowledge and experience in water treatment and quality monitoring.
  • Demonstrated experience of coordinating / managing WASH programme with large budget and teams (multiple locations).
  • Excellent understanding and demonstrated experience of implementing integrated PHE and PHP strategies and interventions.
  • Demonstrated experience of integrating gender and protection into emergency response programmes and longer-term strategies.
  • Demonstrated experience and ability of working with UN clusters, government authorities at various levels and implementing I/NGO partners.
