Job Description

Background

Vétérinaires Sans Frontières – Germany (VSF Germany) is a non-governmental, non-profit making international Organization engaged in humanitarian aid and development assistance to pastoralists and vulnerable communities in areas where livestock is of importance. With support in animal health, agriculture, WASH, marketing, and food safety, VSFG works towards food security and strengthened livelihoods of pastoralist and agro-pastoral communities. VSF Germany is registered and licensed in Ethiopia by the Authority for Civil Society Organizations since March 2010 as foreign organization re-registered since May 23, 2019, with License no 1662.

VSF Germany implements activities in Ethiopia, Sudan, South Sudan, Kenya, Somalia, and Uganda. VSF Germany seeks to recruit qualified and well experienced staffs for the project entitled “Drought Emergency Response in Borana, Afar, South OMO and Somali Region (DER-BOASS)” funded by U.S Department of State.

Job title: WASH Coordinator
Duty Station: Addis Ababa (with frequent travel to project regions)

Length of Contract: Six months

Job Summary:

The WaSH Coordinator reports to the Program Manager and is responsible for providing overall technical leadership, as well as coordinating, supervising, and monitoring the implementation of WaSH (Water, Sanitation, and Hygiene Promotion) project activities across three regions under the current Drought Emergency Response in Borena, Afar, South Omo, and the Somali Region (DER-BOASS) project, funded by the United States Department of State.

Key Duties and Responsibilities

1. Technical Leadership and Project Implementation

• Provide overall technical leadership for the planning, design, and implementation of WASH interventions
across project locations.
• Ensure WASH activities are implemented in a timely and professional manner in accordance with project
goals, objectives, indicators, donor requirements, and community needs.
• Review and approve technical designs, engineering drawings, and Bills of Quantities (BoQs) for water supply
and sanitation infrastructure before tendering and implementation.
• Lead the design and supervision of WASH infrastructure including boreholes, shallow wells, piped water systems, solar-powered water systems, rehabilitation of existing water schemes, and sanitation facilities.
• Ensure all infrastructure development complies with national engineering standards, WASH sector guidelines,
and environmental sustainability principles.
• Provide technical support and guidance to WASH Officers, Project Managers, and Field Coordinators during planning and implementation phases.
• Conduct regular field visits to monitor progress, ensure adherence to technical standards, and provide on-site technical guidance.

2. Work Planning and Program Coordination

• Lead WASH teams in the preparation, scheduling, and implementation of detailed work plans and activity
schedules.
• Monitor project implementation against approved plans and ensure timely delivery of project outputs.
• Coordinate closely with field offices and regional teams to ensure effective implementation of WASH interventions.
• Maintain accurate and detailed documentation of technical activities, implementation progress, challenges,
and lessons learned.

3. Monitoring, Evaluation and Learning

• Work closely with the MEAL Officer to develop and implement monitoring and evaluation systems for WASH
activities.
• Support baseline assessments, needs assessments, KAP surveys, mid-term and end-line evaluations.
• Analyze monitoring data to assess project performance and recommend improvements.
• Ensure compliance with Sphere Standards, CHS standards, and humanitarian WASH guidelines.
• Document best practices, success stories, and lessons learned to support organizational learning.

4. Reporting and Proposal Development

• Prepare and submit periodic technical reports, field visit reports, and program updates.
• Coordinate with WASH teams to ensure timely submission of high-quality bi-weekly, monthly, and quarterly reports.
• Review reports submitted by field teams and provide feedback to improve quality and accuracy.
• Contribute technical input to WASH concept notes, project proposals, and program strategies.
• Support development of WASH budgets and implementation plans for new and ongoing projects.

5. Budget Management and Procurement Support

• Support preparation and monitoring of WASH budgets to ensure efficient and accountable utilization of resources.
• Monitor expenditures against approved budgets and provide recommendations for adjustments when necessary.
• Identify WASH supply and infrastructure needs and collaborate with logistics teams to develop procurement plans.
• Support technical review of procurement specifications for WASH infrastructure and equipment.
• Review and approve payment documents from field offices for construction, rehabilitation, and solar upgrade
projects, ensuring compliance with contracts, financial policies, technical standards, and donor requirements

6. Networking, Coordination and Representation

• Represent VSF Germany in national and regional WASH coordination platforms, technical working groups,
and stakeholder meetings.
• Build strong working relationships with government institutions, NGOs, and development partners.
• Engage in information sharing and networking to support effective WASH programming and coordination.

7. Capacity Building and Technical Support

• Identify capacity gaps among WASH staff and support development of training and capacity-building
initiatives.
• Provide coaching and mentorship to WASH Officers and field staff to strengthen technical and program management capacities.
• Support capacity building of local institutions and communities on operation and maintenance of water
systems.

Qualifications

• Bachelor’s or Master’s degree in Water Engineering, Hydraulic Engineering, Civil Engineering (Water Resources), Environmental Engineering, or a related field.
• Additional certifications or training in WASH programming, public health promotion, behavior change communication (IEC/BCC), emergency WASH programming, or project management are an advantage.

Professional Experience

• Minimum 7 years of relevant professional experience in WASH programming, environmental health, or water engineering.
• At least 5 years of experience in technical leadership role in humanitarian settings including both emergency response and development projects
• Proven experience in design, supervision, and implementation of rural water supply and sanitation systems, including boreholes, wells, piped water networks, and solar-powered water systems.
• Experience working in humanitarian emergency response and development projects.
• Experience working with international NGOs and donor-funded programs is highly desirable.

Technical Skills and Competencies

• Strong technical knowledge of WASH infrastructure design and construction.
• Experience using hydraulic modeling and design tools such as EPANET and AutoCAD.
• Experience using solar-powered water system design and pump-sizing tools, including Grundfos tools and
COMPASS.
• Good understanding of Sphere Standards, CHS, and humanitarian WASH guidelines.
• Strong project planning and organizational skills.
• Excellent interpersonal and communication skills.
• Good written and verbal communication skills in English and Amharic.
• Proficiency in MS Office applications and digital reporting systems.
