The WASH Advocacy and Partnerships Advisor will support the strengthening of national and sub-national WASH systems through strategic advocacy, technical support, and strong multi-stakeholder partnerships. The role focuses on the design and implementation of WASH systems strengthening initiatives, policy engagement, and alignment of partner interventions with national WASH policies and global commitments to improve sustainable, inclusive, and resilient WASH services.

Your responsibilities

WASH Systems Strengthening, Project Design, and Technical Support 

  • Lead and contribute to the design of WASH systems strengthening projects and initiatives, including theories of change, results frameworks, and technical approaches.
  • Provide technical oversight and advisory support during the implementation of WASH systems strengthening projects, ensuring quality, coherence, sustainability, and alignment with systems-based approaches.
  • Provide hands-on technical support to partners (government institutions, NGOs, and civil society organizations) to strengthen WASH governance, institutional capacity, service delivery models, financing mechanisms, and accountability systems.
  • Promote inclusive, climate-resilient, and sustainable WASH approaches across partner programs and projects.

Advocacy, Policy Engagement, and Global Commitments 

  • Develop and implement WASH advocacy strategies aligned with national WASH policies, strategies, and sector plans.
  • Engage in policy dialogue and reform processes with relevant government authorities and sector institutions at national and sub-national levels.
  • Ensure WASH programs and advocacy efforts are aligned with global WASH commitments and frameworks, including SDG 6, the human rights to water and sanitation, and other relevant international commitments.
  • Represent the organization in WASH sector coordination platforms, technical working groups, and policy forums.

Partnerships and Coordination 

  • Establish, manage, and strengthen strategic partnerships with government entities, NGOs, UN agencies, donors, private sector actors, and research institutions.
  • Promote effective coordination and collaboration among WASH stakeholders to enhance coherence, complementarity, and collective impact.
  • Support the development and management of partnership agreements, MoUs, and joint initiatives related to WASH systems strengthening.
  • Facilitate learning, knowledge exchange, and joint advocacy initiatives with partners.

Monitoring, Learning, and Knowledge Management

  • Contribute to monitoring, evaluation, and learning related to WASH systems strengthening, advocacy, and partnership outcomes.
  • Document and disseminate best practices, lessons learned, and evidence to inform program improvement and policy engagement.
  • Support the preparation of technical reports, policy briefs, presentations, and donor updates.

Your profile

  • Bachelor’s degree in Public Health, Water Engineering, Environmental Science, Social Sciences, Development Studies, or a related field (Master’s degree is an asset).
  • Minimum of 4 years of relevant professional experience in the WASH sector, with demonstrated experience in WASH systems strengthening, project design and implementation, technical advisory support, advocacy, or partnerships.
  • Excellent understanding of national WASH policies, strategies, and institutional frameworks, including sector coordination mechanisms.
  • Strong knowledge of global WASH commitments and frameworks, including SDG 6 and the human rights to water and sanitation.
  • Proven experience providing technical support to partners and engaging with government institutions and multi-stakeholder platforms.
  • Experience working with NGOs, UN agencies, donors, or international organizations is an advantage.
  • Excellent spoken and written English and Amharic
