Job Description

Job Purposes

The Warehouse Officer is responsible for the efficient and accountable management of trail bridge materials supporting both the TRAIL phase III Project and the trail bridge component of the Rural Connectivity for Improved Food Security Program (RCFSP).

The role ensures that the warehouse operates not only as a secure storage facility but also as a functional processing center for steel wire ropes (cables), thimbles, bulldog grips, and related components, including unreeling, measuring, cutting, re-reeling, and dispatching.

The position holder ensures compliance with technical standards, safety requirements, and quality assurance procedures, maintaining material integrity and minimizing losses, particularly for corrosion-sensitive steel products.

Key Responsibilities

A. Warehouse Operations and Inventory Management

  • Manage end-to-end warehouse operations: receiving, inspection, storage, processing, and dispatch.
  • Maintain accurate inventory systems (bin cards, stock registers, digital systems).
  • Ensure full traceability of materials from receipt to final dispatch.
  • Conduct routine physical counts and reconcile discrepancies.
  • Maintain strict accountability and loss prevention measures.

B. Material Handling and Technical Processing

  • Ensure proper storage of steel materials in dry, covered, and ventilated environments to prevent corrosion.
  • Supervise safe handling using appropriate lifting equipment (e.g., forklifts).
  • Oversee: Cable unreeling and re-reeling, Measurement and cutting operations and loading and offloading
  • Ensure accurate cutting based on BoQs and engineering specifications.
  • Minimize damage (kinks, mechanical stress) and optimize material utilization.

C. Warehouse Operation Management

  • Plan and supervise activities in the open yard space designated for heavy operations. Ensure availability of: Cutting machines, Power connections and Safe working zones
  • Maintain clear workflow for safe movement of heavy reels and equipment.
  • Monitor yard drainage and flood protection conditions.
  • Ensure warehouse complies with required specifications:
    • Adequate enclosed storage capacity and open yard space
    • High load-bearing floors for heavy reels
    • Proper ventilation and moisture control
  • Ensure continuous availability of:
    • Electricity and backup generator,
    • Water supply and sanitation facilities,
    • Adequate lighting for operations and security,
    • monitor structural conditions (roof, walls, drainage systems) and
    • Coordinate maintenance and repairs as needed.

D. Security and Compliance

  • Enforce warehouse security systems including Controlled access, Guard deployment and fencing and gate integrity
  • Support implementation of: CCTV surveillance systems and Access control logs
  • Ensure compliance with: Occupational Health and Safety (OHS) standards Use of PPE and Report risks, incidents, damage, and losses promptly.
  • Immediately report incidents, risks, damages, or losses.

F. Dispatch and Distribution

  • Prepare and verify dispatch documents and approvals.
  • Ensure safe packaging and loading of materials.
  • Maintain dispatch logs and tracking systems.
  • Coordinate closely with logistics and field teams for timely delivery.

G. Documentation, Reporting, and Compliance

  • Maintain detailed records for: Inventory Cable processing, Dispatch and utilization
  • Support audits, compliance checks, and monitoring missions.
  • Ensure documentation aligns with: Legal requirements and Donor compliance standards
  • Provide input for procurement planning based on stock trends.

Education

  • Diploma or bachelor’s degree in civil engineering, Construction Technology and Management, Public Works Engineering, or a related field of study.

Experience

  • Minimum 5 years of progressively responsible experience in warehouse/store management.
  • Proven experience handling heavy construction materials (especially steel products).
  • Experience in mechanical handling, measuring, or cutting operations is highly desirable.
  • Experience in handling big construction projects and store management.

Skills and competencies required

  • Strong knowledge of warehouse and inventory management systems
  • Practical experience in cable handling, measuring, and cutting operations
  • Understanding of heavy equipment handling and safety standards
  • Basic proficiency in MS Office applications (Excel, Word)
