Position: Volunteer Community Monitor
Number Required: Three (3) Volunteer Community Monitors per selected health facility

Project: Integrated HIV, Tuberculosis (TB), and Malaria Community-Led Monitoring (HTM-CLM) Initiative

About the Role

CCRDA and its partner organizations invite committed, trustworthy, and community-oriented individuals to apply for the position of Volunteer Community Monitor.

Community Monitors serve as a bridge between communities and health service providers. They help identify and document challenges related to accessing HIV, TB, malaria, and other health services, gather community feedback, support community-facility dialogue, and contribute to improving service quality through Community-Led Monitoring (CLM).

Key Responsibilities

Volunteer Community Monitors will:

• Engage with community members and listen to their experiences in accessing health services.
• Collect and document community feedback using approved digital tools.
• Participate in community-facility dialogue sessions.
• Support referral and follow-up activities where appropriate.
• Attend training, review meetings, and other CLM-related activities.
• Maintain confidentiality and follow safeguarding, PSEAH, data protection, and ethical requirements.
• Report findings objectively, honestly, and professionally.
• Represent community voices in a respectful, ethical, and evidence-based manner.

• Receive approved transport, communication, and activity-related cost reimbursements or stipends in accordance with project guidelines and available resources.

Minimum Eligibility Requirements

Applicants should:

• Be residents of the selected woreda/town or health facility catchment area.
• Have lived in the area for at least one year.
• Have good knowledge of the local community.
• Have completed at least Grade 12 (higher qualifications are an advantage).
• Be able to read, write, and communicate in relevant local language(s).
• Be affiliated with or recommended by a recognized community structure or network.
• Have regular access to a functional smartphone and basic digital skills.
• Be available to participate in training and routine CLM activities.
• Be willing to uphold confidentiality, safeguarding, and ethical standards.
• Have no direct conflict of interest with the health facility or services being monitored.

Priority Will Be Given To

• People living with HIV (PLHIV)
• TB survivors or people affected by TB
• Malaria survivors or people affected by malaria
• Village Health Leaders (VHLs)
• Members of community-based organizations, community-led organizations, civil society organizations, community networks, youth groups, women’s groups, disability organizations, and other priority community structures

Selection Process

Qualified candidates will undergo:

1. Eligibility screening
2. Structured interview
3. Community verification and endorsement
4. Scoring using the approved Community Monitor Selection Tool
5. Final validation and appointment

• Commitment letter

Important Note

Community Monitor positions are voluntary community service roles intended to strengthen community voices and improve access to quality HIV, TB, malaria, and other health services.

Selected volunteers are expected to actively participate in Community-Led Monitoring activities throughout the assignment period and uphold the principles of integrity, confidentiality, independence, safeguarding, and community representation.
