Major Roles & Responsibilities

S/He will mainly be responsible for the day to day implementation of the mobile health and nutrition services to host community ,IDP/Returnee in systematic nutrition screening, active case detection, early referral and admission of acute malnutrition cases through routine nutrition screening and Growth Monitoring and Promotion (GMP) programs as well as Extended Outreach Services (EOS) or Child Health Days (CHD) campaigns.

He/she will support heath facilities (Primary Hospitals, Health Centers and Health Posts) in the treatment of acute malnutrition among nutrition priority groups, mainly Children U5 and PLW and referral linkage services in accordance with the national protocol and SPHERE standard. The position holder will be responsible to Optimum infant and young feeding (IYCF) practices to ensure survival, growth and development of infants and young children through providing of counseling on breastfeeding, complementary feeding and feeding of the sick child.

The position will support Woreda Health Offices and PHCUs to maximize their capacity through ongoing support and assist in the piloting of Family MUAC approach f. The position holder is expected to support health facilities and ensure the IYCF promotion, counseling, and support for mothers at the Therapeutic Feeding Programs (TFP) and Targeted Supplementary Food Program (TSFP) in CMAM sites.

The Officer has responsibility to ensure high-quality IYCF activities with MHNT teams closely coordinated an integrated with MHN Response project. In addition, ensures the project’s activities fit within the framework of the National health and nutrition Program and ensures good relations with local stakeholders.

Program Planning & Coordination

Lead TSFP planning, micro‑planning, and target setting for all supported health facilities.
Coordinate with Woreda Health Offices, health facility staff, HEWs, and community structures.
Ensure integration of TSFP with other health and nutrition services (OTP/SC, IYCF, MIYCN).
Facilitate monthly coordination meetings with government and partners.

TSFP Implementation Oversight

Ensure that admission, follow‑up, discharge, and referral criteria follow national IMAM guidelines.
Monitor distribution of CSB++, RUSF, and other supplementary foods at health posts and outreach sites.
Oversee community mobilization, active case finding, and mass screening campaigns.
Address challenges such as pipeline breaks, stock-outs, beneficiary complaints, and data gaps.
Support implementation of outreach sites in hard‑to‑reach kebeles.

Capacity Building & Technical Support

Provide on‑the‑job mentoring and formal training to:
- Health Extension Workers (HEWs)
- Volunteers / Community Nutrition Workers
- Health facility staff
- TSFP Facilitators
Strengthen quality service delivery, proper screening, counseling, and data management.
Ensure staff understand and implement nutrition counselling & IYCF messages.

Monitoring, Evaluation & Quality Assurance

Conduct routine monitoring of health posts, health centers, outreach sites, and storage facilities.
Track performance indicators (cure rates, defaulting, non-response, death rates).
Ensure availability and proper use of:
- HMIS registers
- TSFP tally sheets
- Stock cards
- Distribution sheets
- Monthly reporting templates
Conduct post‑distribution monitoring and beneficiary feedback mechanisms.
Prepare and submit timely weekly, monthly, and quarterly reports to supervisor and Woreda Health Office.

Commodities Management & Accountability

Ensure proper management of supplementary foods, including:
- Receipt
- Storage
- Distribution
- Loss reporting
- Monthly stock reconciliation
Monitor commodity movement between FDPs, warehouses, and health facilities.
Ensure that all documentation meets donor requirements (especially WFP stock and distribution reporting).
Enforce accountability, safeguarding, and anti‑fraud measures during distributions.

Documentation, Reporting & Learning

Compile program reports with analysis and recommendations.
Document success stories, best practices, and challenges.
Ensure beneficiary data is disaggregated by sex and age.
Support evaluation missions, joint supervision, and assessments (SMART surveys, coverage surveys, KAP assessments).

Required Qualifications and Work Experience:

BSc in Public Health, Nursing, Nutrition, Health Officer, or related fields.
Minimum 2–3 years of experience in CMAM/TSFP programming.
Experience in WFP-funded programs is a strong asset.
Strong knowledge of CMAM/IMAM protocols.
Strong coordination, leadership, and supervision skills.
Excellent reporting and data management experience (Excel, DHIS2, ODK/Kobo).
Effective communication and community mobilization skills.
Ability to work under pressure in remote/hard‑to‑reach locations.
Fluency in local language highly desirable.
Experience in humanitarian/emergency nutrition settings preferred.
