Main purpose of the Position

Performing the day-to-day activities and administrative processes for the clearance and transportation of medical and non-medical goods for a particular supply office (coordination or project level) according to MSF protocols and standards to ensure the optimal running of the mission/project.

Accountabilities

  • Performing the day-to-day activities and administrative processes to ensure an efficient running of the clearance and transportation processes of medical and non-medical goods for a supply office (coordination or project) following the supply procedures according to MSF standards and protocols. Including the following activities.
  • Managing and planning, in collaboration with the Transport and Customs Supervisor and the Warehouse Supervisor, the shipment of goods between the projects and/or from the capital to the projects choosing the best possible means of transport.
  • Being responsible for the reception of international freight and its forwarding to the field.
  • Being responsible for customs and administrative related issues,
  • Regularly assessing the local transport market (companies, prices, services, delays), and proposing different third-party providers for validation,
  • Performing delegated tasks according to his / her activity and as specified in his/her job description.

MSF Section/Context-Specific Accountabilities

  • Follow the evolution of customs rules and regulations and apply the country import/export rules. Contact clearing agents and authorities and compile the documents required for the customs clearance.
  • Maintain a good relationship with the relevant government departments, proceed with customs clearance and complete the required administrative formalities. Supervise the clearing agent to handle customs clearance of the imported goods.
  • Responsible for the reception of the international freights from airport/seaport/road, supervise the loading/offloading, make sure all the parcels are complete and in good condition. Incase loss/damages, gather information on loss and/or damage and prepare reports or claims dossiers.
  • Assist the T&C Supervisor in reserving the mode of transport appropriate to requirements and to create the transport documents.
  • Prepare the Packing List, Release Note/Freight Manifest before dispatching the goods, pass the documents in duplicate to the driver, also responsible for supervising the daily workers who may help in onloading/offloading.
  • Inform the consignee the departure of the consignment to their address and the ETA.
  • Responsible for the documents archiving related to international freights and local transport. Update the monitoring of international freights and orders and share regularly once a week.
  • Support the T&C Supervisor in the preparation of the monthly transport and customs reports, attend meetings related to freight management or upon the request from the direct supervisor

About You

Education
  • Essential bachelor’s degree in supply logistics or transport and customs.
Experience
  • Essential proven two (2) years’ experience in supply chain related jobs, or in logistics departments with customs and transportation specific responsibilities
  • Essential 2 years of proven experience working with customs, imports, and clearing.
Other Requirements
  • Essential to be fluent in English. Desirable knowledge of any other local language. Knowledge of additional local languages would be an asset.
