Terms of Reference (ToR) for Translation of Health Sector Disability Inclusion (HSDI) Manual and Guideline

Background

Ethiopian Center for Disability and Development (ECDD) is an Ethiopian Development Organization established in 2005 and reregistered at Agency for Civil Society Organizations as Ethiopian Development Organization with Certificate no. 0321 under the Proc. No. 1113/2019.

Ethiopian Center for Disability and Development (ECDD) has been working with other organizations to promote and facilitate the inclusion of persons with disabilities and issues in mainstream service delivery and development programs envisioning an Inclusive Ethiopia where persons with disabilities exercise the same rights and have access to the same services and opportunities enjoyed by other citizens. ECDD has been implementing a project funded by The Davide and Lucile Packard Foundation to access and use of Inclusive Sexual and Reproductive Health (SRH) services and Rights among Adolescent and Youth with Disabilities in several town of Ethiopia, like: Dessie, Gondar, Jimma, Agaro, Nekemt, Adama, Batu, Shashemene, Addis Ababa and others.

As one of the development agenda, to achieve universal health coverage (UHC), health services must be disability-inclusive in order for all people to receive the health care they require. At the local and national levels, achieving UHC will necessitate the inclusion of people with disabilities in policies and strategies aimed at improving access to health care. Taking this into account, ECDD in collaboration with MoH took the commitment in the development of the “Health Sector Disability Inclusion (HSDI) manual and Guideline. Materials aid in the operationalization of commitments made under the HSTP II and the Convention on the Rights of Persons with Disabilities by MOH staff and other health sector partners. Additionally, it will bolster initiatives to give Ethiopians with disabilities access to health services and information that are inclusive of their needs. In many cases, translations are central to the delivery of project outputs and the effective preparation of delegates for execution of facilitation work in to at least one federal working language. In this context, ECDD in collaboration with MoH and financial support of Packard Foundation is searching for a competent consulting firm/agent/Individual to translate the aforementioned material created in English into Amharic as part of executing the program advice.

1.    Expected text volume to be translated

Texts for translation are full content of both the manual and guidelines to include forward message, acknowledgment, Introduction, annexes and sessional focused messaging.

The original manual paper, which has 71 pages and guideline paper has 24 pages in English, are prepared for translation into Amharic.

The primary responsibility of the consulting firm/Agency/Individual is to translate the HSDI manual and guideline materials into Amharic so that the document can be used as approachable, educational, contextual, and descriptive guidance materials for health workforce in general and health service providers in particular at all levels, influential decision-makers including the Ministry of Women and Social Affairs (MoSA) and Organizations of Persons with Disabilities (ODPs), among others, to have basic  knowledge and awareness of the rights to inclusive health services and access to high-quality healthcare for PwDs.

2.    General Objectives of the Manual

To provide direction for healthcare providers at all tire systems in order to deliver Disability inclusive health services.

3.    Scope of work: Applicant consultancy firms/Agency/Individual expressing interest to undertake this assignment are required to demonstrate their proven ability and experience in translating the entitled material in related to Health services and disability issues in to Amharic.

4.    Main activities that the selected consultancy firm is expected to carry out are the following (Services).

o   To assign a highly experienced and skilled translator or team of translators.

o   To translate and edit the entitled material as per the quality standards and expectations of ECDD; mandated to translate documents and materials on chapter-by-chapter basis.

o   Ensure high quality of translation, accurately reflecting the meaning found in the original source language (most often English) and rendering that meaning in the translated work;

o   Edited with high quality and language consistency considerations and the following three phases will be apply through the process – Phase 1: Draft translated material given to ECDD for comment – Phase 2: Incorporate comments from ECDD & MoH Technical Working Groups (TWGs) on draft material and revise the material – Phase 3: deliver sample copy of the materials before the final production and publication.

o   Review of translations prior to delivery (Quality check) that should include:

a. checking of spelling and grammar, confirming technical accuracy, and verifying overall clarity and fluency in every applicable/contextual language,

b. revision and correction in consultation with ECDD Program team; ECDD will also conduct such verification checks and may request corrections accordingly,

c. final check and sign off;

d. Final product provided in appropriate electronic format, including print ready Microsoft office word/ PDF files accompanied by complete In Design package.

o   Work closely with ECDD team to understand ideas/messages for language consistency of the materials and receive feedback; to discuss the precise scope of work and any specific expectations for the document to be translated.

5.     Deliverables/outputs:

o   High quality translated, edited and ready publication (Published) document with soft copy & hard copy.

6.    Duration of the Assignment:

o   The assignment should be completed within 4 week (1 month)

Job Requirements

7.    Eligibility: the translation firm/Agency/Individual is expected to have the following essential qualifications:

o   Knowledge in developing, translating materials for government, NGO, INGO and other agencies preferably in the area of health service and relevant tasks.

o   At least 5 years hands-on experience in technical translation in multiple sectors and various clients, preferably in the area of health-related information and education materials would be an asset.

o   Sample of previously created or translated content that is generally and specifically connected to the health sector’s document.

o   Proven ability and capacity to deliver translations to meet tight deadlines, such as the flexibility to assign additional translators to complete a project on time:

o   Translation firms/Agent should be familiar with the format and standard style used by the organization: i.e., font style, font size, and line & paragraph spacing.

o   Shortlisted consultancy firms may be invited for interview before final selection.

o   The selected consultancy firms will be expected to submit a detailed work plan and time line for the entire assignment; outline of efficient workflow and steps of the translation, editing and quality control process used, from submission of a document to delivery of the translations to the client.

8.    Submission of proposal:

o   Interested Individual are requested to submit their detail technical and financial proposal along with CV(s) of the key persons, sample of relevant previous work, legal documents and other testimonials on the deadline in separate envelops.

Firms with limited qualification may not be included in the bidding process and their technical bid and financial bid may not be evaluated; and submitted proposals will not be returned. Only the short-listed shall be invited for final selection process.
