Job Description
Background
SOS Children’s Villages Ethiopia, in partnership with the German Foundation for World Population (DSW) and Population Health Environment Ethiopia Consortium (PHE), is seeking a qualified consultant to design and deliver two rounds of three-day training sessions on conflict surveillance and early response. This activity is part of the EU-funded project “Practice Peace and Live in Tranquility,” aimed at strengthening peacebuilding efforts in border communities across Oromia, Somali, and Afar regions
As part of this effort, the project will deliver targeted capacity-building training to enhance institutional readiness for conflict surveillance and early response among justice, police, peace, and security actors across border regions of Oromia, Somali, and Afar
Purpose of the Consultancy
The consultancy will support the design and facilitation of two rounds of four-day training sessions, targeting a total of 60 participants from national, regional, zonal, and woreda-level stakeholders such as justice office, police, peace and security and disaster risk management. The training will focus on equipping participants with practical tools, contextual knowledge, and coordination mechanisms to strengthen early warning systems and proactive conflict response.
Training Details
- Location: Bishoftu, Ethiopia
- Dates: October 20–26, 2025
- Participants: 60 representatives from justice, police, peace, and security institutions at national, regional, zonal, and woreda levels
- Format: Two rounds of three-day training sessions
Scope of Work
The consultant will be responsible for:
- Designing a context-specific training curriculum tailored to the realities of the target regions
- Preparing training materials, tools, and case studies relevant to conflict surveillance and early response
- Facilitating two rounds of four-day training sessions in Bishoftu
- Applying participatory and adult learning methodologies
- Conducting pre- and post-training assessments
- Documenting the training process and producing a final report with recommendations
Deliverables
- Comprehensive training curriculum and agenda
- Training materials (slides, handouts, exercises)
- Pre- and post-training evaluation tools
- Final training report including participant feedback, lessons learned, and actionable recommendations
- Attendance records and summary of evaluation results
- Certification of completion for each trainee.
Timeline
- Contract Award: By October 14, 2025
- Curriculum Development: October15–20, 2025
- Training Delivery: October 20-26, 2025 (two rounds)
- Final Report Submission: By September 30, 2025
Reporting and Supervision
The consultant will report directly to the SOS Children’s Villages National lead project coordinator and work in close collaboration with technical teams from DSW and PHE Ethiopia Consortium.
About You
Required Qualifications and Selection Criteria
Applicants must meet the following minimum qualifications
Academic Background; –
- Advanced degree in peace studies, conflict resolution, political science, law, or a related field
Professional Experience.
- Minimum of 5 years’ experience in designing and delivering training on peacebuilding, conflict prevention, or early warning systems
- Demonstrated experience working with government institutions and multi-level stakeholders
Contextual Knowledge
- Proven understanding of Ethiopia’s regional dynamics, particularly in Oromia, Somali, and Afar
- Familiarity with conflict-sensitive approaches and culturally responsive facilitation
Skills and Competencies
- Strong facilitation and adult learning skills
- Excellent communication and report-writing abilities
- Fluency in English; knowledge of local languages is an asset
