VACANCY  ANNOUNCEMENT TEMPORARY APPOINTMENT OF PROJECT PERSONNEL

Organizational Context

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of the United Nations Industrial Development Organization (UNIDO), as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013 as well as the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2019, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development in the next fifteen years. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions. Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices. The Directorate of Digitalization, Technology and Agri-Business (DTA) coordinates and mainstreams the Fourth Industrial Revolution (4IR) in its technical cooperation, strategic, normative activities aiming at fostering the inclusive and sustainable development in the era of 4IR.

The Directorate creates new and innovative technical cooperation deliverables in the areas of trade, investment, technology innovation and agro-industry and agri-business. The Directorate comprises the Department of Digitalization, Technology and Innovation (DTI) and the Department of Agri-Business (AGR). The Department of Agri-Business (DTA/AGR) provides a range of technical cooperation services to assist developing countries add value to the output of their agricultural sector and generate employment opportunities in off-farm activities for rural communities, thereby contributing to increased food security and a sustainable reduction of poverty. The department provides support for the development of agri-business corridors in developing countries in collaboration with International Financial Institutions. The Department drives the Organization’s mandates of creating shared prosperity and advancing economic competitiveness. It supports initiatives to build human capital and raise total factor productivity through focused vocational training and industrial skills development activities. With its programmes, the Department addresses the root causes of migration and helps alleviate migration pressures at the origin. This position is located under the Agro-Industries and Industrial Skills Development Division (DTA/AGR/AIS). DTA/AGR/AIS provides a range of specialized services and knowhow to address the specific needs of Member States in the industrial processing of nonfood agricultural produce and technical skills development to provide their populations with sustainable livelihoods.

PROJECT CONTEXT Under the Private Public Partnership (PPP) Project “Training Institute for Commercial Vehicle Drivers in Ethiopia”, UNIDO, VOLVO, the Swedish International Development Cooperation Agency (SIDA), Selam Vocational Training Centre (VTC) and Federal Transport Authority are jointly engaged, where the overall objective is to transform the commercial vehicle drivers training in Ethiopia through a fully functional model training academy with an international standard and an inclusive curriculum focusing on highly needed skills and attitude, using state-of- the-art driving training equipment and training tools based on international best practices. The project addresses the lack of proper driving skills in the commercial vehicle sector. The project will arrange a series of face-to-face workshops intended to raise awareness of the value of driving skills to the commercial transport sector in Ethiopia. The win-win of better driving skills through economic gains to transport companies and public road safety gains will be made visible. Participants will be Ethiopian transport company representatives. A web-app has been developed that allows for collection of data from workshop participants in a survey. Results of that survey can be displayed on a dashboard that will be used to enhance the interactivity of workshops. The survey will capture different values of important variables (e.g. driving skills, goods handling/over loading, value of goods, value of vehicle, fuel consumption etc.) during workshops. All relevant variables will be displayed (interactively) in the dashboard, showing what outcome it has on the other variables. Duty Station: Addis Ababa, Ethiopia Approximate duration : 12 days over a period of 1 month

Main Functions

Under the administrative supervision of the National Project Coordinator and overall guidance of the UNIDO Project Manager (PM), in close collaboration with International Expert/s, the Project Coordinator will perform the following tasks: Develop a plan and a “run of show” that gives a cohesive order to the proceedings of each interactive workshop (exact timing of each part). Facilitate for each workshop participant to complete the pre-prepared survey administered through the MISALE web-app and ensure that everyone completes the survey. Provide briefing to note-takers ahead of workshop on terminology to expect. Provide a forum through which participants can share ideas and facilitate discussion, i.e. answer questions pertaining to the content; redirect conversation during discussion if it gets off topic, serve as the workshop’s contact; encourage participants to engage – if shallow engagement is encountered, press in by asking questions. Divide into working groups (these will be serving as focus groups). Promote discussion on the results of the data collected in the survey and allow the groups to adjust the levels of costs to what they have agreed on. Bring the groups together to a plenary. Coordinate and facilitate for assigned group representatives to present their groups results, including how they changed from the original survey data and motivation of why they felt the changes were needed. Promote further discussion in plenary. Coordinate careful recording of what participants say, what their experiences are and what their reactions are to the tool we present. Articulate minutes as required to ensure these accurately reflect the actual discussion and provide summary report on observations and next steps recommended, stemming from the workshop.
