Overview of position

The Disarmament, Demobilization, and Reintegration (DDR) program for Ethiopia was initiated as a crucial step towards implementing the peace agreement signed between the Government of Ethiopia and the Tigray People’s Liberation Front (TPLF) on 2nd November 2022 in South Africa. This agreement ended the long-standing conflict that had arisen between the TPLF and the central government in Ethiopia, resulting in widespread violence and displacement.

The objective of the DDR program is to facilitate the disarmament of former combatants from Tigray, Amhara and Afar, their demobilization and eventual reintegration into civilian life. The program is geared towards restoring peace, promoting reconciliation and creating a conducive environment for sustainable development. Eventual areas of coverage may go beyond Northern Ethiopia to Benishangul-Gumuz, Oromia and Gambella.

The Government of Ethiopia has mandated and created the “National Rehabilitation Commission” which is responsible for design, planning, implementation and monitoring of the DDR programme in the country.

The DDR program is being implemented in close coordination with various national and international partners, including the United Nations, non-governmental organizations and other actors. It is expected that the DDR program will provide an opportunity for the combatants in North Ethiopia to turn their focus towards peaceful and productive activities, thereby contributing to the overall stability and development of the North Ethiopia region.

Role objectives

Under the overall direction of the Commissioner, National Rehabilitation Commission the Traing Advisor is responsible for ensuring the overall training requirements of NRC, line ministries staff supporting DDR and implementation partners of the programme.

S/he shall perform the following duties and responsibilities:

  • Review the existing organizational structures, systems, capacities, policies, and cultures of the NRC.
  • Lead efforts to assess the needs of technical staff with the view of the competencies of NRC conferred by law, as a previous exercise or integrated into the Training Needs Analysis (TNA), develop a comprehensive training plan, and develop a strategic training program taking into consideration both existing staff and workforce to be recruited following the approval.
  • Identify and map capacity gaps and training needs of the NRC staff in line with the DDR program requirements in the context of the ongoing administrative reform. Produce mapping of staff training needs in NRC.
  • In coordination with the HR Advisor develop a strategy to ensure effectiveness and efficiency of training programs.
  • Recommend plans towards customization and digitalization of five modules (budgeting, procurement, payments, accounting and financial reporting and audit) as a precursor for the development of an e-Learning training approach.
  • Review and suggest training programs to NRC staff on the identified topics resulted from the analysis.
  • Ensure all training programs and modules meet conventional adult-training requirements.
  • Provide technical advice to the deputy commissioner to develop policies and strategies on change management.
  • Develop a change-management approach. Conduct an organizational analysis of cultures and structures, suggest practices of planned behavioral change; handle organizational cultures and processes in dysfunctional teams.
  • Introduce and institutionalize a Learning and Development (L&D) strategy for NRC. Help NRC’s staff to institutionalize approaches to identify their training needs, maintain talent management and similar programs.
  • Ensure that gender and youth considerations are duly addressed and mainstreamed in the human resource management policies and strategies by the NRC.
  • Serve as a resource person regarding capacity-building and training, organization development.
  • Provide regular reports on the training within the NRC.

Project reporting
