About Consortium of Ethiopian Human Rights Organizations (CEHRO)

CEHRO is a consortium of Ethiopian civil society organizations working on advocacy of human rights, democracy, rule of law and conflict management issues. CEHRO serves as a common platform for members and coordinates their activities. CEHRO’s vision is to see the flourishing of vibrant human rights CSOs dedicated for the realization of human rights and democratic values in Ethiopia.

Objective

In partnership with Freedom House, CEHRO is implementing a project that focuses on monitoring policy and practices of state institutions that includes fostering active and collaborative civil society engagement with the Inter-Ministerial Task Force (IMTF). The IMTF was established by the government of Ethiopia with a mandate to implement the recommendations that came out of the joint investigation by the EHRC and the UN OHCHR on the Tigray conflict. The IMTF is also entrusted with the task of spearheading an array of activities related to ensuring investigation, prosecution, accountability, redress and initiating policy and legal reform in human rights and humanitarian law areas. The project envisages a stronger CSO-IMTF relationship in this endeavour and enhance civil society’s contribution to efforts of accountability and redress initiatives. CEHRO’s engagement with the IMTF focuses on increasing public awareness of the Task Force’s mission and goals; sharing their own findings of violations; identifying and connecting survivors, witnesses, and other contacts with the IMTF; and organizing forums for the IMTF to present progress reports and major findings to the public and to human rights organizations.

To strengthen the capacity of CEHRO and its members and advance the objective of effectively engaging with the IMTF, Freedom House plans to conduct a training for the staff of CEHRO and member organizations on policy engagement and process monitoring. To this end, Freedom House seeks to hire an experienced trainer/consultant who will be responsible to provide a two-day, advanced, in-person training focusing on the above-mentioned topics. The training aims to enhance the knowledge, skills, and approaches involved in effectively engaging state institutions in all stages of policy development, especially those that impact human rights, democracy, the rule of law, and administration of justice. The training should cover topics including, but not limited to:

  • The role of CSOs in policy making processes
  • Steps involved in policy monitoring, constructive engagements with different stakeholders, and avenues for promoting accountability
  • Strategies for effective mobilizations resources for CSO engagement in policy and process monitoring
  • Tools, skills, and technics of results-based monitoring, evaluation, and learning in effective policy engagement with state institutions.

Scope of Work

  • Develop a training outline covering key issues outlined in the objective section and submit Freedom House for review;
  • Upon approval of the outline by Freedom House, develop a training handbook tailored to address specific features of monitoring and engaging with human rights investigative bodies, such as the IMTF, including a sample key indicators checklist that can be adapted for use in CEHRO’s effort to monitor policy and processes of state institutions;
  • Prepare a summary of the training handbook in Power Point slides for presentation;
  • Deliver a two-day training at a venue to be identified and arranged by CEHRO, and conduct the training in-person adhering to applicable Covid-19 protocols;
  • Provide Freedom House with a report on the training with recommendations for follow up actions to maximize the training outcomes.

Deliverables

  • Training outline: The trainer will develop a draft outline which provides a comprehensive list of the topics to be covered and the suggested method of delivery and submit to CEHRO/Freedom House for review and feedback.  The trainer will incorporate Freedom House feedback into the final draft of the training outline.
  • Training Handbook and Power Point slides:  The trainer will produce training materials based on the approved outline in the form of a manual or handbook. The trainer will also develop Power Point slides for presentation. Freedom House will review and provide feedback on all training materials.  The trainer will incorporate Freedom House feedback into final drafts of the training materials.
  • Facilitation of Training: The trainer will conduct the training in person. Freedom House will provide technical and facilitation support as needed.
  • Final Report: The trainer will submit a final report on the training to Freedom House. The report will include an evaluation of participant’s views and understanding of the training content before and after the training.

Duration

This assignment is expected to be carried out over a period of 15 days.

Job Requirements

Qualifications

Academic Qualifications:

  • At least a master’s degree level education in any of the following fields: law, public policy, and administration, monitoring and evaluation, social science, human rights, political science and international relations, or gender studies.

Experience:

  • At least five years of experience in teaching human rights, facilitating trainings, and conducting action research.
  • Proven experience in participatory and inclusive training approaches, as well as in conducting assessments.
  • Demonstrated experience working with civil society, non-governmental organizations, their partners, and other stakeholders in private and public sector development programs, particularly in capacity development.
  • Sound understanding of the political dynamics and the regulatory framework for NGOs and civil society landscape in Ethiopia.

Skills and Competencies:

  • Ability to work with minimal supervision and strict professionalism.
  • High level written and oral communications skills in English and Amharic.
  • Must be results-oriented, highly collaborative and exhibiting sound understanding of gender equality and social inclusion principles.
