Consultancy:  End of project Evaluation on “ Enhancing access to information and service on SRHR and survivors of GBV receive high quality health and legal services for young people in Addis Ababa”  project

Background of EWLA

Ethiopian Women Lawyers Association (EWLA) is a non-profit women’s advocacy Civil Society Organization founded by Ethiopian women lawyers in 1995. EWLA had been working in promoting the economic, political, social and legal rights of women and to that end assist them to secure full protection of their rights under the Constitution of the Federal Democratic Republic of Ethiopia and other international human rights conventions.

Since its establishment, EWLA has been addressing the issue of gender equality, women empowerment and violence against women among many other issues. EWLA has its head office in the capital of Ethiopia, Addis Ababa and eight regional branch offices in Adama, Assosa, Bahir Dar, Deredawa, Gambella, Hawassa, Jigjiga and Semera. The branch/regional offices are supported by 55 trained voluntary committees organized at woreda and zonal levels providing structures to reach women at grass root level in Ethiopia.

Introduction

Sexual and reproductive health is a universal human right, which is important to individuals throughout their lifespan. In order to achieve optimal sexual and reproductive health, people need to be conscious of their rights and means to assure their sexual and reproductive health.

Access to quality sexual and reproductive health services and information is essential to protect individual health and their ability to plan their lives. Yet around the world, harmful social norms, gender stereotypes, power imbalances, perceived need to control female sexuality and other inequalities make accessing information and services challenging, if not impossible for adolescents, especially girls and women.

Sexual and reproductive health and rights are essential for sustainable development because of their links to gender equality and women’s wellbeing, their impact on maternal, newborn, child, and adolescent health, and their roles in shaping future economic development and environmental sustainability. Yet progress towards fulfilling SRHR for all has been hindered because of lack of awareness, weak law enforcement, lack of political commitment, inadequate resources, persistent discrimination against women and girls, and an unwillingness to address issues related to sexuality openly and comprehensively.

Ethiopia has made several international and national commitments that organize the right to health and entitle all person, in particular adolescents and youth, to available, accessible, acceptable and quality health care facilities and service. The 1994 Constitution grants all Ethiopian have the right to public health service. The National Health Policy further refines the government’s vision of and commitment to a more democratize and decentralized health system.

Strengthening the legal framework that protects and advance women’s reproductive health right is among the priorities of national reproductive health strategy (2016-2020). Nevertheless, weak law enforcement and courts reluctance to enforce existing provision protecting the reproductive health right of women among the gaps identified in the protection on sexual, reproductive health rights.

In order to address the observed gaps regarding the legal framework and provision of legal aid service to survivors, Ethiopian Women Lawyers Association has been engaging in advocacy, sensitizing judges, prosecutors and law enforcement agencies on existing laws, and strengthen their capacities on enforcing sexual reproductive health and rights and providing legal aid service for survivors of gender-based violence.

Ethiopian Women Lawyers Association from the financial support of Engender health starting from August 2021 has been implementing a project in titled” Enhancing access to information and service on SRHR and survivors of GBV receive high quality health and legal services for young people in Addis Ababa,” which will be implemented until August 2022, in Addis Ababa, Ethiopia.

The assignment

The assignment of this TOR is to conduct end of project evaluation to address the project result achieved and to find out if the project could achieve its initial objective.

General Objective of the project 

The major objective of the project is enhancing law enforcement agencies on existing laws, and strengthen their capacities on enforcing Sexual and Reproductive Health Rights.

Specific Objectives to be addressed by the project

  • To engage and mobilize key decision makers (policy makers, implementers, and influencers) to understand current context of protecting Sexual Reproductive Health for young people and create supportive polices in the project area.
  • To increase availability and accessibility of high-quality legal service for young people and others who are survivors of GBV in the project area.
  • To establish referral mechanisms, create /Leverage solidarity groups that provides additional services, and supports as deemed necessary for young people and others who are survivors of GBV in the project area.

Scope and Purpose of the assessment 

The purpose of this evaluation is to assess the performance of the project and capture project achievement, challenges and best practice to inform for the future programming. On the other hand, it will offer a learning aspect for all stakeholders. The evaluation will identify key lesson learned and challenges.

Since August 2020, Ethiopian Women Lawyers Association from the financial support of Engender health has been implementing a project in titled” Enhancing access to information and service on SRHR and survivors of GBV receive high quality health and legal services for young people in Addis Ababa,”. The project has been implementing from August 2020-August 2022 in Addis Ababa.

Deliverables 

The consultant is expected to lead accomplish and submit the following deliverables within the agreed time frame and budget.

Provide fully conceived research design including research method, data collection tools, budget and work-plan.

Deliver inception report including literature review and detailed methodology/approach and developed M& E tools to be applied by the selected consultant for the evaluation

  • Produce content based on the agreed outline.
  • Comprehensive evaluation draft report (at least 30 pages) documenting findings and analysis with the following content
    • Executive summary
    • analysis and findings of the evaluation
    • address concern, lesson learned and comments from EWLA
    • stories of change and quotes from the respondent
    • conclusions of the evaluation
    • Recommendations for future project
  • Deliver the content for comments and working on the feedback
  • PowerPoint preparation and presentation to validate the findings of the evaluation
  • Submit the final draft of the evaluation report both in soft and hard copy

Timeframe

This evaluation will take place for 30 days from the signing of the contract by both parties. The consultant should bring the detailed work plan as part of the inception report.

Job Requirements

Qualifications and Experiences of the consultant

  • Consultants/ Researcher should have at least a Master’s degree in law or any related social since field
  • The Consultant/ Researcher   should have 10 years of work experience, especially 5 ,years of work experience in  research/ project  monitoring and evaluation
  • Experience in conducting similar research/ evaluation
  • Fluency in English and Amharic (both written and oral)
