ToR: SACCO Support and Capacity-Building Intervention

REQUIRED QUALIFICATIONS

The service provider must demonstrate the following qualifications:

• At least 8 years of proven experience in MSME development, VSLA/Saving Groups and SACCOs formation and capacity buildings, business formation, or inclusive livelihood interventions.
  • Experience in target regions (Benishangul-Gumuz, South Ethiopia, West Oromia)
  • Proven track record in implementing mobile service delivery models, or community-based enterprise support.
  • Experience working with women, PWDs, IDPs, returnees, or other vulnerable groups, using inclusive and context-sensitive approaches.
  • Strong capacity in coordinating with regional government institutions (BoLS, Cooperative Promotions/Agencies, Trade Offices, and other relevant stakeholders), financial institutions, and community structures.
  • Availability of qualified technical staff, including BDS coaches or enterprise development specialists, with experience in low-literacy and informal enterprise contexts,
  • Only registered companies or service providers are eligible for this assignment.

WORKING ARRANGEMENT

• The service provider will be working under a contract with FC Africa. The service provider will report directly to the MESMER Field Programmes Manager.
• The service provider is obligated to work within the required deadlines and be available by schedule, which can be adapted at any time as deemed necessary.

TECHNICAL AND FINANCIAL PROPOSAL

Interested service providers are required to submit:

1. Technical Proposal, including:

• Understanding of the assignment and proposed methodology
• Detailed implementation plan and timeline
• Organizational profile and relevant experience
• Team composition and key personnel CVs
• Similar assignments with references
• Copies of renewed business registration documents

1. Financial Proposal, including:

• Detailed cost breakdown by activity, region, and deliverable
• All costs should be indicated in ETB and shall be inclusive of taxes, logistics, personnel, and operational expenses.

EVALUATION CRITERIA

Candidates who scored below 50% on the technical evaluation will not be considered for financial evaluation.
