Job Description

HelpAge International helps older people claim their rights, challenge discrimination, and overcome poverty, so that they can lead dignified, secure, active, and healthy lives. Our work in over 90 countries is strengthened through our global network of like-minded organizations, the only one of its kind in the world. HelpAge International Ethiopia Programme is planning to provide capacity-building training for our partners implementing BMZ & AECID-funded projects. The training topics include safeguarding, Fraud and bribery & CRM, specifically:

Safeguarding: Preventing harm to people – and the environment in the delivery of development and humanitarian assistance. It is well known that aid programmes can result in unintended negative consequences to local populations, eg. “Prevention of and Protection against Sexual Exploitation and Abuse (PSEA), organization’s run in a way that they contribute actively to prevent harm, harassment, bullying, abuse, and neglect. Safeguarding also means being ready to respond safely and well if there is a problem. Everyone in the organization has a role to play in safeguarding.

Fraud and Bribery: The training on Fraud helps to protect organisation against incidents of employee fraud. Through interactive learning and real-life case studies and scenarios, it will outline what constitutes fraud and the impact and consequences of fraud as well as give staff the opportunity to differentiate between bribe and gift.

Accountability to affected population. Eg. Complaints Response Mechanism /CRM/: It is an active commitment to use power responsibly by taking account of, giving account to, and being held to account by the people humanitarian organizations seek to assist. In principle, affected populations have access to information, and hence CRM is a system that allows the population to reflect on their concerns and the existence of a system that receives, processes, and responds to concerns from the community on humanitarian services, assistance, or behaviour.

Note: the consultant is expected to make use of HelpAge policies related to this and add other resources as appropriate.

The training will be conducted within the period from January 2024. Hence, we are requesting proposals from licensed consulting firms to provide this training in two–three days. The training will be conducted in Awasa, which is the central place for Borena and Bale where the BMZ and AECID-funded projects are under implementation by partners. HelpAge will be covering all accommodation, meals, and per-diem of the trainees from the field offices of our partner organizations, i.e. RCWDO from East Bale and SOS Sahel from Borena. The consultant or the training firm will be in charge of providing only the deliverables (professional service).

Expected Outputs and Deliverables

  • Conduct pre-training and post-training evaluations of the training and include the results in the main report.
  • Training outline and contents, PowerPoint presentations,
  • Prepare and submit a report at the end of the training along with the training materials

Job Requirements

Qualifications: 

  • A post-graduate or equivalent qualification/ degree in social science or any other relevant discipline.
  • Sound experience in providing similar training preferably for INGO staff. A recommendation letter from relevant actors in the country is a plus.
  • Demonstrated knowledge and experience in developing training modules/curriculum, training materials etc.
  • Provide a TIN certificate, VAT registration certificate/TOT, business registration certificates, and Business License that have all been renewed for the current fiscal year.
  • Bidders shall clearly state the price in ETB including VAT/ToT and other related costs such as logistics costs.

Bid Submission

Interested bidders should submit their sealed Technical and Financial proposals to the email address: hr.eth@helpage.org by 31 December 2023. Bid will be opened by the procurement committee and Qualified consultant will be considered based on their responsiveness and fulfilment to the requirements listed in the TOR, technical, and financial evaluation results. Finally, the winning bidder will be notified through the email.
