Job Description
Ethiopian Center for Disability and Development (ECDD) is an Ethiopian Development Organization established in 2005 and registered at the Agency for Civil Society Organizations as an Ethiopian Development Organization with Certificate no. 0321 under the Proc. No. 1113/2019.
ECDD is working with other organizations to is to advance the rights and opportunities of persons with disabilities through policy advocacy and mainstreaming disability inclusion in service delivery, development programs, and humanitarian actions in partnership with other organizations a disability-inclusive Ethiopia, where persons with disabilities exercise their human rights and have access to mainstream services and opportunities on an equal basis with others.
Currently, ECDD is implementing a consortium project led by Fayyaa Integrated Development Organization (FIDO), titled “Integrated Multi-Sector Lifesaving Humanitarian Assistance for People Affected by Critical Malnutrition and Education Needs” in Diga and Kiremu Woredas of East Wollega Zone, Oromia Region.
In this regard, ECDD is seeking highly qualified assistive devices suppliers that address the functional needs of the target beneficiaries, ensuring safety, durability, and suitability for the intended environment and users.
2. Purpose of the Assignment
The purpose of this procurement is to supply appropriate, high-quality assistive devices that address the functional needs of the target beneficiaries with disabilities, ensuring safety, durability, and suitability for the intended environment and users.
3. Objectives
The specific objectives of this procurement are to:
- Provide reliable and user-appropriate assistive devices to persons with disabilities
- Ensure devices comply with international and/or national standards for assistive technology.
- Promote accessibility, dignity, and independence of users.
- Ensure value for money through transparent and competitive procurement.
4. Types of Assistive Devices
The procurement may include the following different types of assistive devices, including mobility devices (e.g., wheelchairs, crutches, walkers, prosthetics), sensory assistive devices (e.g., hearing aids, visual aids), communication devices, daily living aids and other assistive products as specified in the technical specifications.

5. Target Beneficiaries
The assistive devices will be provided to:
- Persons with disabilities
6. Quality Assurance and Inspection
- The organization reserves the right to inspect the assistive devices upon delivery.
- Any items found defective or non-compliant must be replaced at the supplier’s expense.
- Samples will be requested prior to contract award.
7. Duration of the Assignment
The suppliers are expected to complete and submit the assistive devices within ten (10) calendar days from the date of contract award.
8. Roles and responsibilities of both parties
ECDD
- Oversee and monitor the sample of each assistive device.
- Provide technical guidance and input at all stages of the assignment;
- Disburse the agreed-upon supplier’s fee to the contracted firm, subject to applicable income tax deductions.
Suppliers
The supplier shall be responsible for:
- Supplying assistive devices as specified in the technical requirements.
- Ensuring all devices are new or unused, and free from defects.
- Packaging, transportation, and delivery to ECDD head office in Addis Ababa.
- Providing warranty and after-sales support as specified.
Selection Criteria
The Technical and Financial Proposals will account for 60% and 40%, respectively, of the selection criteria, broken down as follows:

Mode of Payment
- In ETB via bank transfer or Cheque payment.
Essential requirements
- Proven experience in supplying assistive devices.
- Capacity to meet quantity and delivery requirements
- Compliance with legal, ethical, and regulatory requirements.
- Availability of after-sales service and warranty support.
- Testimonies of Relevant Work Experience
- Duly signed and stamped bid documents in a sealed envelope

How to Apply
The bidder shall seal the original financial, the original technical, the copy of the financial, and the copy of the technical of the bid document in separate envelopes, duly marking the envelopes as “ORIGINAL FINANCIAL”, ORIGINAL TECHNICAL”, “COPY FINANCIAL” and “COPY TECHNICAL” as appropriate and also marking the project name, location, contractor’s contact information on each sealed envelope. Then compile the four separately sealed documents in a single master envelope marking the project name, location, and contractor’s contact information and submit it to ECDD.
