Terms of Reference (ToR): Consultancy Service for Delivery of Human Rights Training

1. Background

Development for All (DFA) is an independent civil society organization established in 2016 and licensed under Ethiopian law (Registration No. 3610). Guided by the vision of an inclusive and sustainable society where everyone lives in dignity, DFA works to advance minority rights and foster equitable and sustainable development. DFA focuses on empowering marginalized communities, ensuring their voices are heard and their rights are protected.

As part of the project “Redressing Trends in the Plight of Ethnic Minorities in Benishangul Gumuz Region”, DFA seeks to strengthen the capacity of youth on human rights, reporting human rights violations, and advocacy skills.

2. Objectives of the Assignment

The consultancy aims to design and deliver a three-day training on:

  • Fundamental concepts of human rights
  • Human rights monitoring and reporting
  • Basic advocacy skills for promoting and protecting rights

The overall assignment will span 10 days, including preparation, delivery, and reporting.

3. Scope of Work

The consultant will be responsible for:

  • Preparing training materials and agenda tailored to youth participants
  • Delivering a three-day interactive training session
  • Facilitating practical exercises on reporting and advocacy
  • Submitting a concise training report with key outcomes, participant feedback, and recommendations

4. Deliverables

  • Training agenda and materials (submitted prior to training)
  • Delivery of three-day training workshop
  • Pre- and post-training evaluation and participant feedback summary
  • Final training report

 

About You

5. Required Qualifications

  • LLB degree in Law and LLM in Human Rights Law or International Law
  • Proven experience in human rights work, particularly in monitoring and reporting
  • Demonstrated expertise in training and facilitation, preferably with youth groups
  • Strong communication and report-writing skills

6. Duration

The consultancy will be conducted over 10 days:

  • 5 days for preparation
  • 3 days for training delivery
  • 2 days for finalization and submission of report
