ToR: Advisory Message Audio-Visual Development

1. Background

The BRIDGE+ (Building Rural Income through Dairy Growth in Ethiopia) project is a multi-year initiative dedicated to transforming Ethiopia’s dairy value chain. The project leverages data-driven insights and digital technology to empower smallholder dairy farmers. By providing timely, customized agricultural advice, BRIDGE+ seeks to boost milk yields, enhance household incomes, and strengthen food security across target regions in Ethiopia.

 

The BRIDGE+ project is implemented by a collaborative effort of Precision Development (PxD) and SNV. SNV and PxD are partnering to provide customized dairy advisory services that target the gestation stage of the cow and improve milk yield through targeted interventions. The process will include group formation activities and targeted interventions through in-person extension (providers), print media (handouts) and mobile phone based advisory services. The mobile phone based digital advisory services implemented by PxD involves two intervention mechanisms in 2026. These are advisories via push call to DFS member farmers and female farmers and telegram chatbot for service providers. The telegram chatbot will focus on providing real time advisory for service providers around lactation stage based and understanding cow signals.

2. Overall Objective and Assignment

The primary objective of this assignment is to develop descriptive audio-visual materials for advisory messages. These videos will complement the push-call advisories and will be hosted on a Telegram chatbot to be readily accessible to service providers conducting DFS meetings and house-to-house advising.

Additionally, educational videos produced by the project in 2025 will be repurposed to educate service providers. The selected consultant or firm will be responsible for animated video production and editing existing advisory videos.

Specific Objectives:

• Animated Video Production: Create animations based on provided project message content.
• Video Editing & Adaptation: Edit, cut, and arrange existing videos to make them fully compatible with the chatbot interface, including the integration of professional introductory segments.

3. Language Medium of the Service

The primary languages for the produced audio-visual services are Amharic, Oromiffaa, and Tigrigna. In certain instances, English may also be required.

4. Time frame for the video production

This assignment will follow a rolling development schedule based on content availability. Work will be triggered as message scripts and source materials are finalized by the project team.

• Turnaround Time: For each batch of finalized content delivered by PxD, the service provider is expected to complete the final animation or edited video within 5-7 calendar days from the handover date.
• Scope of Work per Batch: Tasks include receiving advisory message scripts/2025 educational videos, animation design, scripting adjustments, professional narration, graphics integration, editing, post-production, and publishing the final outputs.
• Contract Flexibility: The Client and the Producer may adjust specific delivery windows depending on feedback loops from project partners or unforeseen operational factors.

5. Expected Outcomes and Deliverables

The consultant or firm will work closely with the PxD team to deliver audio-visual content in phases. Deliverables include:

• Minimum of 12 high-quality animated videos developed sequentially from the scripts and content provided by PxD.
• Minimum of 5 existing educational advisory videos systematically cut, edited, and formatted with custom introductory segments as requested.

6. Submission Requirements

Interested individuals or companies must submit a comprehensive proposal containing the following elements:

• Technical Proposal: A detailed methodology covering all steps of the animation production and video editing workflow.
• Organizational/Individual Capacity: Evidence of capabilities, including a portfolio of previous work, technologies utilized for animation/film production, and the CVs/composition of the proposed human resources.
• Financial Proposal: A clear budget breakdown based on the minimum deliverables requested, detailing costs such as:
• Total fees for the 12 animated videos and 5 edited videos (with optional unit rates per video/minute)
• Personnel/human resource fees
• Animation and graphic design costs
• Applicable taxes
