Purpose of consultancy:

To review our internal child protection manual and to design and deliver an advanced training program on Child Protection and Case Management for N4ED staff, equipping them with practical skills, child protection–focused approaches, and standardized procedures aligned with national and international child protection frameworks. The training will strengthen staff capacity to integrate child protection principles across prevention, response, and coordination mechanisms, while ensuring alignment with GBV concepts and safeguarding standards

Scope of work:

BACKGROUND

N4ED seeks to build the capacity of its staff through advanced training that strengthens technical skills in child protection case management while deep understanding of the wider child protection framework. This training willequip staff to apply rights-based approaches, enhance referral pathways, and foster collaboration, thereby ensuring children receive comprehensive protection and care.

OBJECTIVE

  • Review and updateinternal child protection manual
  • Enhance knowledge and skills of N4ED case managers and case workers in comprehensive child protection programming.
  • To ensure case managers apply standardized tools and procedures in line with national and global child protection guidelines.
  • To strengthen coordination, referral pathways, and monitoring of child protection cases.

 

 

  • Build organizational capacity to integrate child protection principles across all interventions.

SPECIFIC TASKS

The Consultant will

  • Review our internal child protection manual draft and making necessary changes
  • Develop a training curriculum and agenda tailored to N4ED’s operational context.
  • Deliver interactive sessions for approximately 8- 10 N4ED staff on:
  • Principles and standards of child protection
    • Case identification, intake, and assessment
    • Case planning, implementation, and follow-up
    • Documentation, data protection and information mgt
    • Referral pathways and inter-agency coordination
    • Ethical considerations, confidentiality, and safeguarding
    • Integration of child protection concepts in development settings
    • Facilitate role-plays, group exercises, andcase studies.
    • Provide post-training evaluation tools to measure knowledge gained.
    • Submit a final training report with recommendations for ongoing capacity building

EXPECTED RESULTS

  • Reviewed internal case protection manual
  • A comprehensive training package(agenda, materials, handouts).
  • All trained N4EDstaff demonstrate improved knowledge and skills in child protection and case management.
  • Standardized child protection practices adopted across N4ED

programs.

Evaluation Process and Payment Milestones Criteria for Review of Applications

PAYMENT MILESTONES AND AUTHORITY

60% upon completion of training delivery.

40% upon submission and approval of final training report and reviewed child protection manual

Available budget – 50,000 birr total, that is subjected to tax (N4EDshall withhold the applicable income tax as per Ethiopian Federal Tax law.)

 

About You

  • Strengthened referral pathways and inter-agency collaboration.
  • Final training report including evaluation results and recommendations.
Duration and working schedule: 8 working days:

3 days for manual review and training preparation and curriculum design

3 days for training delivery

2 days for reporting and evaluation

Place of delivery Training will be conducted in Addis Ababa (venue to be confirmed by N4ED)
Monitoring
  • The consultant will report directly to the N4EDProject Manager.
  • Updates will be shared during the preparation phase.
  • Training delivery will be monitored by N4ED’sStaff
  • A final training report will be reviewed and approved by N4ED management
Required expertise, qualifications, and competencies
Academic qualification

  • Master’s degree in Social Work, Child Protection, Psychology, Public Health, or related field.
  • Minimum 7 years of direct experience in child protection programming, including case management.
  • Proven experience delivering training on CPCM.
  • Strong facilitation and adult learning skills.
  • Familiarity with Ethiopian child protection systems and referral pathways.
  • Excellent communication skills in English and Amharic
