Job Description

Introduction
In the framework of the RESTART project, under the supervision of the Project Manager and the Protection and Migration Expert, CIFA is looking for      2 Case Managers in South Wollo (Dessie City, Dessie Zuria, Kombolcha, Kalu)
Project
The project “RESTART: Emergency initiative to support migrants, returnees and vulnerable communities in Addis Ababa and South Wollo” is an integrated intervention to mitigate the main roots and consequences of irregular migration, and to improve the living conditions of the categories at greater risks exposure.
The project aims at supporting the reintegration of returnees and preventing the illegal depart of unskilled young migrants, while strengthening the capacities of local services targeting unemployed and vulnerable people in Addis Ababa and South Wollo Zone.
Organization
CIFA is an international NGO with over 40 years of commitment in protecting the most vulnerable children and youth. Working in Ethiopia for over 20 years, CIFA supports the access to primary and secondary education, especially for girls; it fights against the worst forms of discrimination and supports women’s economic empowerment. With this approach, CIFA currently works in Addis Ababa, Dire Dawa City Administration, Amhara (South Wollo), Hareri and Oromia Region.
Key Tasks      
  • Contribute to the identification and selection of the beneficiary(ies), on the basis of the indicators established in cooperation with the local services, according to a careful assessment conducted with the social workers, the psychologists and the local authorities.
  • Provide support in the case management of most vulnerable beneficiaries, such as women, children, and mothers.
  • Creates a contact between the competent territorial services and the subject.
  • Help the beneficiaries to orient themselves on the services available on the territory in order to identify and take advantage of new training, work and implementation opportunities.
  • Support the beneficiary/s and the communities in the development of their skills to face and solve their needs and/or problems autonomously
  • Prepare timely case reports and coordinates with the project psychosocial service (PSS) staff for multidimensional case management
  • Participate in the collection of data for the elaboration of a needs analysis of returnees, identifying their most important vulnerabilities
  • Coordinate with the project leader, the psychologist and the psychosocial service staff (PSS) during missions and via remote communication modes
  • Conduct a personal and family needs assessment of all beneficiaries and be active in the reintegration/inclusion process and provide support to address challenges as appropriate (reunification, vocational training, education, transportation, employment & legal assistance)
  • Ensure the safety, health, and well-being of the beneficiaries
  • Develop individualized case plans with long-term and short-term goals and objectives.
  • Undertake daily supervisory, monitoring, and support visits.
  • Collect, develop, monitor and analyze assessment data on project beneficiaries
  • Keep good, accurate, and confidential records and make referrals to those who require psychological or psychiatric, health assessment/treatment.
  • Ensure the principles of confidentiality, impartiality, and non-judgment, respecting the confidentiality of data, being the property of the project beneficiaries and CIFA. Ensure beneficiary’s files/data are properly filed  and locked

Position: 2 Case managers for returnees/vulnerable people’s reintegration

Duration: Contract 12 months with 60 days probation period

Location: Dessie City, with periodic travels in South Wollo, CIFA Head Office in Addis Ababa for training and/or coordination meetings, if needed

Remuneration: 20.262,00 ETB (twenty thousand two hundred and sixty-two & 00 ETB) basic CIFA salary scale.

Job Requirements

Qualification: 
  • Minimum of a bachelor’s degree in Social Sciences, Psychology or Anthropology; a Master’s degree in areas related to the project will be preferred
Experience: 
  • Experience working with NGOs or humanitarian organizations for 3 years
  • Experience with vulnerable groups (returnees, migrants, IDPs, mothers alone, children)
IT:
  • Good knowledge of Microsoft Office, especially Excel and Word required;
  • Good Knowledge of Internet, Email, Google Drive & other, Communication Platforms (Skype, Google meet, zoom, etc…)
Personal Skills:
  • Be proactive, empathetic and have an understanding of the issues surrounding the beneficiaries
  • Good knowledge of Gender-based Violence (GBV), child protection and psychosocial support
  • Excellent interpersonal, and written and verbal communication skills;
  • Strong organizational and problem-solving skills;
  • Excellent skills in time management and stress management;
  • Organized, able to be multitasking, flexible, and able to work as a team and individual;
Language:
  • Excellent communication skills in English and Amharic, both written and verbal;
