Terms of Reference (ToR) To review the previous and develop new Strategic Plan for NEWA (2025–2029).

Background: The Network of Ethiopian Women’s Associations (NEWA) is non-partisan, non-for-profit and a non-governmental national network established in 2003. NEWA strives creating a stronger advocacy voice for women’s political, socio-economic, and legal advancements. NEWA has a twofold goal: synchronizing the individual efforts of women’s associations into an integrated collective agency and synergy to realize their common aspirations for gender equality, through a vigorous policy engagement, advocacy, and lobbying endeavors, public campaigns, promotions, for empowering and redressing the needs, asks of the girls and young women (GYW), fair and just representations, and participations in decision and leadership and the creation of space for this underprivileged section of society, and women’s rights NEWA strives to achieve among others. NEWA is a membership coalition, with 50 member associations and organizations, operating in all over the country engaged to contribute in national development, governance and democratization processes.

Call for Expression of Interest: NEWA is currently implementing varied projects under its programme with the mission of promoting gender equality and enhancing the economic, social, political, and legal empowerment of women and girls in Ethiopia, by strengthening synergy among its constituents, enabling joint effort of all actors, and ensuring accountability towards the protection of women’s rights. It is with this background NEWA has prepared a ToR to review its previous Strategic Plan and develop its new that will guide NEWA for the next five years.

To this end, undergoing through a review and development of a strategic planning and management exercise along with its stakeholders is imperative. Therefore, the review and development of such strategic plan document, covering the period 2025–2029, is required to show direction for NEWA’s intervention areas that could contribute in addressing the above-mentioned thematic areas and beyond. Also, it was found necessary that NEWA need to review its endeavors in order to tune itself and fit to the reform and post reform emerging context.

The aim of this strategic plan development and review is to define/ redefine NEWA’s long term strategic direction as national women advocacy network, reference point for gender equality and women empowerment; set/reset clear strategic objectives and goals, and outline its role and necessary actions.
